A degree or substantial post-graduate coursework from an accredited college or university in accounting, finance, business administration, statistics, economics, data science, or data analytics is preferred. Master of Business Administration (MBA) or Doctoral advanced research studies preferred.Certification or Licensure: Certified Internal Auditor (CIA), Certified Public Accountant (CPA), or Certified Fraud Examiner (CFE) preferred. Georgia Leadership certification required for certified leaders.Skills: Ability to collect, analyze, and use data. Ability to analyze standard operating procedures, evaluate controls, and solve complex problems. Ability to use systems relative to auditing. Writing and technology skills are necessary for producing comprehensive reports and making presentations. Knowledge of applicable federal, state, and local laws and regulations. Knowledge of team-building techniques and dispute-resolution concepts. Ability to supervise and evaluate the work of others. Excellent verbal and written communication skills, including the ability to make persuasive presentations. Good organizational and personal leadership skills. Proficient in the use of technical computer applications. Possess a strategic focus with the ability to be decisive. Maintain a high degree of integrity and ethical standards.Work Experience: Five years or more experience in internal auditing, external auditing, risk management, compliance, or quality assurance is required for this senior position. Prior experience in management is desired. Experience analyzing large data sets is essential.Primary DutyThis position is responsible for ensuring the effective and efficient use of resources in all school programs. To ensure the optimum degree of accountability and integrity for school and Board resources and to ensure compliance with applicable State, Federal, and Local fiscal policies and regulations.Essential Duties And ResponsibilitiesCreate a comprehensive, risk-based internal audit plan for financial, operational, compliance, and information technology audits. This plan should prioritize activities with the highest risk. Risks include financial risks and risks associated with operational inefficiencies, non-compliance, and failure to accomplish goals and objectives.Ensure internal control audits are conducted for each school and department on both a scheduled and “on request” basis. Oversee the financial, performance, compliance, and investigative audits for all schools, departments, activities, and programs within the school system.Develop, implement, and monitor improved internal control procedures.Evaluate the effectiveness of financial and operational controls to ensure they are sufficient and properly applied.Evaluate adherence to applicable federal, state, and local laws, regulations, and reporting requirements, as well as district policies and procedures.Make recommendations to the Superintendent for improvement in the effectiveness of internal controls, the efficiency of operations, the reliability of reported financial and management information, and compliance with laws, regulations, and program requirements.Conduct investigative audits in response to suspected irregularities, fraud, waste, or abuse.Develop policies and procedures as needed to guide the work of the department. Ensure compliance with the Standards for the Professional Practice of Internal Auditing. Ensure compliance with local, state, and federal accountability and financial reporting.Plan individual audit assignments by establishing broad objectives, and by ensuring that audit programs are established to satisfy audit objectives while focusing on the areas of greatest risk.Supervise the audit work of assigned staff in accordance with professional audit and accountability standards.Update and modify the Internal Accounting handbook as needed which applies to Internal Accounting at the school or department level.Provide assistance and guidance to the School Nutrition Director and other directors overseeing federal dollars, as needed, to assure that reports and records satisfy state auditing standards and local management needs at minimum cost.Require submission of and review for consistency and accuracy of the annual financial statements and academic records from all schools to help ensure accountability of school funds and academic compliance.Conduct audits of schools’ financial and academic records.Prepare clear, concise, and objective audit reports that document findings, conclusions, and practical recommendations for improvement.Follow up on past audit recommendations to ensure that corrective actions have been effectively implemented by management.Serve as a liaison with external auditors during the annual audit process, providing access to internal audit workpapers and findings to minimize duplication of efforts.Instruct principals in the approved uses of accounting procedures related to school-generated funds.Instruct principals in approved practices for scheduling board approved coursework, especially as they relate to funding and compliance.Perform special projects and research assignments and other duties as requested by the Board and Superintendent.Shall carry out such other and further duties, whether specifically listed above or not, as are assigned or required by such employee’s supervisor, other appropriate school personnel, law, board policy, administrative regulation, and department handbook, as are reasonably necessary to the efficient operation of the school system and its mission.Work Environment / Physical DemandsThe work environment characteristics are representative of those an employee encounters while performing the essential functions of this job.
