Charles St.,Baltimore, MD 21201Main Purpose of JobAs Division Director of Program Policy, Training, and Outreach this position is responsible for overseeing, reviewing, analyzing, interpreting, developing, and implementing all policy, regulations, legislation, intergovernmental, paternity, communications, publications, forms, limited English proficiency, domestic violence, outreach, and training efforts administered by the Child Support Administration (CSA). The position also coordinates CSA press inquiries and public information act requests with DHS Communications and Office of the Attorney General. Further, the position is responsible to develop and oversee the design and content of all training, in partnership with DHS Learning, through a holistic approach including classroom, web based, video conferencing, workshops, etc. working closely with CSA staff at central, metros (including Baltimore City), and local offices of child support.POSITION DUTIES Oversees the development, implementation, and maintenance of up-to date legislation, regulations, policy, and training for all CSA programs. Interfaces with CSA stakeholders and community partners to accomplish tasks. Oversees the maintenance of a current, accurate, and federally approved state plan and amendments for the Maryland child support program on file with the federal Office of Child Support Services. Ensures the Maryland Child Support Guidelines are reviewed every four years as required by federal regulation. Interprets federal/state laws, developing written regulations, policy and procedures for the administration of public assistance programs in Maryland as it relates to child support. Evaluates existing programs and procedures, makes recommendations for reduction of errors, and plans for implementation of new or revised programs. Represents CSA at DHS executive meetings, meets with local directors of social services, other executive agencies, the judiciary, federal agencies, and other forums with or when the Executive Director cannot attend. Minimum QualificationsEducation: Possession of a Bachelor’s degree from an accredited four-year college or university.Experience: Two years of experience planning, organizing, directing, and/or managing multiple projects to meet strict deadlines.Desired Or Preferred Qualifications The ideal candidate will possess the following: Two years of experience planning, organizing, directing, and/or managing multiple projects to meet strict deadlines. Two years of experience with quantitative research and government affairs. Two years of experience with Family Law related to child support including legal and legislation. LICENSES, REGISTRATIONS AND CERTIFICATIONSEmployees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.SELECTION PROCESSThe examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position. Annual Leave - ten (10) days of accumulated annual leave per year. Sick Leave - fifteen (15) days of accumulated sick leave per year. Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child. Holidays - State employees also celebrate at least thirteen (13) holidays per year.
