KBR ensures the base operate smoothly, allowing deployed personnel to focus on mission execution.Job SummaryThe Air Terminal Services Supervisor is responsible for executing and overseeing all cargo operations within Camp Lemonnier Air Operations, operating under the supervision and delegated authority of the Air Terminal Manager. This position ensures safe, efficient, and compliant handling of all inbound and outbound cargo in accordance with the performance work statement, DAFI 24-605, DTR 4500.9-R, and local operating instructions. The supervisor manages aircraft loading and unloading, pallet build-up, cargo documentation, HAZMAT handling, special cargo movement, and interface with supported units and aircraft crews. They lead and train cargo processors, load teams, joint inspectors and material handling equipment (MHE) operators, ensuring readiness, accuracy, mission reliability, and full adherence to safety and airworthiness standards.The supervisor serves as the primary liaison between ATOC, cargo processing, quality control, and aircrew/mission representatives to guarantee timely cargo movement and proper aircraft preparation. They are accountable for maintaining equipment, enforcing safety, implementing cargo control procedures, and providing leadership that supports continuous mission success.Roles And ResponsibilitiesSupervise day-to-day cargo section operations, including cargo receipt, inspection, documentation, pallet build-up, and cargo release.Lead, mentor, and evaluate cargo section personnel; ensure training currency and qualification for all cargo/MHE operations.Allocate manpower and assign daily tasks to meet fluctuating mission demands.Enforce strict compliance with the performance work statement (PWS), DAFI 24-605, DTR 4500.9-R, aircraft loading manuals (T.O. 1C-XXX-9), and local OIs.Oversee cargo acceptance, verification, and documentation in GATES or designated systems.Ensure correct preparation and processing of DD Form 1387-2, Shipper Declarations for HAZMAT, and other required documentation.Validate cargo data, TCMDs, pallet headers, and aircraft load plans for accuracy.Ensure proper segregation and handling of HAZMAT, arms & ammunition, sensitive items, and special handling cargo.Direct pallet build-up IAW weight & balance, shoring, restraint, and aircraft-specific limitations.Validate center-of-balance (COB), net integrity, pallet serviceability, and restraint criteria.Review and coordinate load plans with ATOC, Loadmasters, and mission planners.Ensure aircraft cargo is staged, inspected, and ready for on-time load start.Supervise MHE operations (K-loaders, forklifts, tugs) during cargo loading/unloading.Perform and oversee joint inspection (JI) of cargo.Ensure execution of safe, efficient load/unload operations and adherence to AMC procedures.Enforce explosive safety, HAZMAT, and airfield driving regulations.Ensure proper PPE usage, MHE pre-op inspections, and safe operating practices.Evaluate and mitigate operational hazards; report and document discrepancies and safety violations.Conduct spot checks and quality-assurance reviews for load team performance and documentation accuracy.Interface with deploying units, shippers, receivers, and mission representatives to ensure smooth cargo movement.Provide guidance on packing, marking, documentation, and load requirements.Resolve customer issues, cargo discrepancies, and shipment delays professionally and efficiently.Maintain accurate logs, reports, cargo manifests, and cargo movement metrics.Brief leadership on mission impacts, cargo backlog, MHE availability, and personnel readiness.Assist in developing local operating procedures and improvement initiatives.Use computer systems to provide in-transit visibility over cargo movement operations (GATES, GDSSII, SMS, IGC).Provide support to other departments within Air Operations as mission dictates and/or as directed by management.RequirementsHigh school diploma, college degree preferred with a minimum of 5 years’ experience with cargo operations in an Air Force Aerial Port, AMC, or DoD joint logistics environment.Minimum 2 years of experience supervising or leading cargo processing teams, load crews, or MHE operations.Demonstrated experience with loading/unloading military aircraft (e.g., C-17, C-130, C-5, commercial charters).Proven experience in operating material handling equipment (MHE) including but not limited to 10K/10KAT forklifts, 25K loaders, tugs, etc.Experience conducting or participating in pallet build-up, restraint planning, shoring, and aircraft configuration.Experience preparing and verifying cargo documentation (TCMDs, DD 1387-2, load plans, pallet headers, GATES entries).Familiarity with DAFI24-605, DTR 4500.9-R, AFMAN24-604, and TO 1C-XXX-9 series manuals.Experience in airfield operations.PreferredPrior 2T2 (Air Transportation), minimum 2T251 skill level.Prior hazardous materials inspector or preparer (AFMAN24-604) experience or certification.Prior Joint Inspector (JI) experience or certification.Prior load planning experience or certification.Experience leading a section with an aerial port (ATOC, Cargo, Ramp, Passenger Services, etc.).Experience with GATES, GDSS, CMOS, or similar cargo tracking/manifesting systems.Experience working in an OCONUS, contingency, or austere environment.Additional RequirementsMust be United States CitizenMust hold (or be eligible to hold) a Secret security clearance.Must be fluent in English.Strong communication skills and ability to brief aircrew, leadership, and customers.Must demonstrate leadership, accountability, and strict safety discipline.Must possess passport book (not passport card) with at least 12 months of remaining validity AND with at least 4 blank visa/stamp pages remaining.Must possess driver’s license with at least 6 months of remaining validity; validity must be maintained in this position.It should be understood that employment may be located in potentially dangerous areas, including combat or war zones.
