HSSEQ System Implementation & OversightResponsible for effective implementation, monitoring, and continuous improvement of the HSSEQ Management System onboard vessels and in the office.Ensure alignment with applicable international standards (ISM, ISPS, MLC, ISO 9001, 14001, 45001) and company policies.Conduct regular system reviews, organize internal audits, and ensure timely closure of non-conformities and observations.Manage documentation, revisions, and distribution of HSSEQ-related manuals, circulars, and policies across digital platforms.Safety, Environmental Protection & ComplianceMonitor and verify shipboard safety and pollution prevention measures.Communicate and implement the company’s Safety and Environmental Protection Policy.Lead the development and execution of safety campaigns and HSE awareness programs across the fleet.Identify trends through analysis of inspection and incident data; implement corrective and preventive measures.Audit, Certification & Regulatory ReadinessOrganize and lead / participate in internal and external audits, including SMC, DOC, ISM, ISPS, MLC, and ISO certifications.Maintain audit schedules, track findings, and ensure timely follow-up actions.Ensure fleet-wide preparedness for Port State Control inspections and maintain performance targets for KPIs.Incident Reporting, Risk Assessment & Emergency ResponseLead investigation and root cause analysis of incidents, accidents, and near-misses.Ensure proper documentation, follow-up, and communication of lessons learned.Maintain emergency contact lists and participate in crisis management exercises and contingency planning.Conduct and review risk assessments; implement and document risk mitigation actions onboard and ashore.Training, Onboarding & System FamiliarizationConduct HSSEQ training and familiarization for both shore and ship personnel.Support onboard implementation for new vessel takeovers and handovers.Manage training programs related to incident investigation, risk assessment, PTW systems, and emergency preparedness.TMSA & Continuous ImprovementReview, maintain, and align the company’s systems and processes with the Tanker Management and Self-Assessment (TMSA) framework.Develop, implement, and monitor action plans based on assessment outcomes and industry best practices.Assist Marine and HSSEQ Superintendents in achieving continuous improvement goals.Stakeholder Liaison & ReportingServe as the primary point of contact for Oil Majors, industry associations, and third-party auditors.Liaise with senior management to ensure adequate shore-based support, personnel, and resources.Review internal policies and recommend updates to reflect current regulations and operational needs.Provide regular HSSEQ performance reports and updates to senior management and external stakeholders.Legal & Regulatory MonitoringTrack new and upcoming requirements from IMO, Flag States, PSC MOUs, and industry bodies.Evaluate regulatory changes and implement necessary action plans across the fleet.Disseminate regulatory updates, Flag State circulars, and compliance advisories to all relevant parties.
