PGNiG Upstream North Africa B.V. (PUNA), headquartered in Amsterdam, is a subsidiary of the ORLEN Group. The company was established on February 4, 2008, and operates a branch office in Libya, located in the Janzour district of Tripoli.In 2008, PUNA signed an Exploration and Production Sharing Agreement (EPSA) with the Libyan National Oil Corporation (NOC), granting the company exploration rights within Concession Area 113.PUNA’s Libya Branch is currently seeking an experienced and motivated professional to join its team in Tripoli as:Operations ManagerWORK LOCATION Libya Branch Office in Tripoli-Janzour / Field work in Libya depending on operational needsKEY RESPONSIBILITIESLead the planning, coordination, and execution of all drilling operations carried out by PUNA as Operator.Supervise day-to-day operations on-site and off-site, ensuring alignment with technical programs, performance targets, and safety standards.Prepare tender documentation for drilling-related services and materials.Develop and manage operational budgets, forecasts, and performance metrics.Prepare technical designs and strategic work plans for upcoming drilling campaigns.Coordinate rig and equipment mobilization and demobilization.Liaise with drilling contractors and third-party service providers to ensure project efficiency and compliance.Monitor and analyze drilling performance, identifying areas for improvement and implementing technological or methodological upgrades.Prepare expenditure authority requests and procurement lists to fulfill licensing obligations under EPSA or other agreements.Collaborate with the General Manager and Board of Management to develop and enforce operational policies and procedures.Ensure compliance with HSE, regulatory, and corporate standards across all operations.Provide leadership to the Operations Department, including personnel management, training, and succession planning.Oversee operational risk management, supplier performance, and cost control efforts.Manage capital project approvals and initiatives related to rig upgrades or new asset acquisitions.Cooperate with the NOC, local authorities, and other departments of the ORLEN Group as required.Maintain records and archives of drilling activities and ensure accurate reporting across internal units.Resolve complex operational issues and minimize downtime or delays.Continuously improve drilling strategies and implement best practices to enhance operational outcomes.Perform additional tasks as assigned by the General Manager of the Libya Branch.REQUIREMENTSUniversity degree in petroleum engineering, mechanical engineering, or a related technical field.Minimum 10 years of experience in upstream oil and gas operations, including at least 5 years in a managerial role.Proven expertise in planning and executing drilling operations in challenging environments.In-depth knowledge of EPSA frameworks, operational risk management, and contractor interface.Strong leadership and team management skills, with the ability to motivate and lead multicultural teams.Excellent organizational, problem-solving, and decision-making capabilities.Experience with tendering, budgeting, and performance monitoring tools.Solid understanding of HSE, regulatory, and technical standards applicable to upstream operations.Fluency in English (spoken and written); knowledge of Arabic is a strong asset.Willingness to travel internationally and to work in a rotational system or on extended foreign assignments.Ability to work under pressure and manage multiple complex tasks simultaneously.WHAT WE OFFEREmployment contract in a leading international energy company.Opportunity to manage strategic upstream projects and develop your career within the ORLEN Group.Competitive compensation package including bonuses and additional benefits.Provided accommodation and meals in Libya, along with all necessary tools and support to carry out your role.
