This agreement ended the long-standing conflict that had arisen between the TPLF and the central government in Ethiopia, resulting in widespread violence and displacement. The objective of the DDR program is to facilitate the disarmament of former combatants from Tigray, Amhara and Afar, their demobilization and eventual reintegration into civilian life. The program is geared towards restoring peace, promoting reconciliation and creating a conducive environment for sustainable development. Eventual areas of coverage will go beyond Northern Ethiopia and cover other regions of Ethiopia.

The Government of Ethiopia has mandated and created the “National Rehabilitation Commission (NRC)” which is responsible for design, planning, implementation, and monitoring of the DDR programme in the country. The overall DDR beneficiaries identified are 371,971. The Government has planned implementation of the programme. In Phase 1, a total of 75,000 combatants will be demobilized in 2024 and the balance will be demobilized in 2025. UNDP is supporting the NRC in close coordination with various national and international partners, including the United Nations, non-governmental organizations, and other actors.

It is expected that the DDR program will provide an opportunity for the combatants in North Ethiopia to turn their focus towards peaceful and productive activities, thereby contributing to the overall stability and development of the North Ethiopia region. The DDR program has close linkages with the National Dialogue, Transitional Justice, and Peace Support programme. The DDR programme is anchored in the Governance Unit. Duties And ResponsibilitiesProvision of reliable and secure driving services focusing on the following key activities:

Apply defensive driving principles at all times and conditionsCheck availability of fuel, water, and oils every day before start travelingEnsures that the assigned vehicle is kept clean and ready to provide transport servicesProvide satisfactory and punctual transport services to staffProper use of vehicle including daily maintenance and documentation focusing on the following key activities:

Takes care of day-to-day maintenance services of the vehicle, check oil, water, battery, brakes, tires, etcPerform minor repairs and arrange for other required repair servicesProperly fill log sheets and make sure they are signed by users on daily basisTimely inform the administration assistant when maintenance service is requiredMake sure that all staff on board are UNSMS and/or allowed to be onboard by supervisor(s) for official purposesPerforms other duties as assigned by the office focusing on the following key activities:

Assist programme and operations staff while receiving guests, arranging workshops, meetings and conducting procurementsSupport programme and operations team in delivering and receiving messages to and from partnersSupport the procurement team in making minor purchases and collects urgent purchases from local suppliers as requestedWhile on board and enroute, ensure UNSMS, UN properties and Assets Safety and Security focusing on the following key activities:

Apply defensive driving principles at all times and conditionsEnsures that the steps, rules, and regulations are taken in case of reporting an accidentTimely reporting accidents to direct supervisor, field level UNDSS and local police/trafficCollect and share facts to medical personnel and police officers, when necessary. Ensures availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, map of the city/country, first aid kit, necessary spare parts.

Deal effectively and tactfully with officials and visitors that use his/her vehicleInstitutional ArrangementUnder the overall guidance of the DDR Director and direct supervision of the DDR Programme Specialist and matrix reporting line to the Administrative Analyst, the Driver contributes towards the effective delivery of the overall project activities. The incumbent works in close collaboration with programme and operations staff in the programme unit and the country office. Valid 3rd grade driving license is required knowledge of driving rules and regulations and skills in driving and repairing different 4WD light vehicles highly desired. Training/certificate on defensive driving is an asset computer literacy is highly desired At least two years of driving experience with UN and Humanitarian/Development NGOs as a driver is an asset;Diploma/certificate in auto mechanics is an asset LanguageFluency in spoken and written English and the national language is a requirement.
