Job Description

Basic Function of Position Working under the Construction Manager/Project Director of the on-site team, the Electrical Engineer is responsible for monitoring construction contractor performance for compliance with plans and specifications, reviewing shop drawings and other construction plans, developing change orders and cost estimates for the project. Incumbent must be capable of working independently.Construction Reports and Documentation 50% of timeReviews and analyzes material samples, shop drawings, installation manuals, and other technical documents submitted by the contractors to ensure conformity with contract requirements.Prepares written reports to Project Director with analysis and recommendations on alternatives and actions, where appropriate.Prepares periodic progress reports to Project Director as required.Prepares and reviews engineering drawings, Electrical calculations, technical specifications and cost estimates for construction change orders or to support U.S. installed equipment.Prepares cost estimates on design and specification alternatives as requested by Project Director; must be able to present in two-dimensional and three-dimensional drafts to illustrate engineering problems and proposed solutions.Contractor Management 25% of timeMaintains daily construction surveillance logs to verify and document compliance with contract terms and conditions.On behalf of the owners’ interest, the Electrical Engineer is responsible for monitoring the work of the construction contractor(s) over the course of the project. The Electrical Engineer tracks the contractor schedule milestones; materials, equipment, and labor used; the quality and workmanship of outputs, and provides the contractors, through the Project Director, observations and recommendations.Monitors the construction schedule, reviews contractors’ proposals for change, and makes recommendations to Project Director on time extension requests.Reviews contractors’ invoices related to electrical works to verify accuracy and completeness.Construction Management 15% of timeDevelops an in-depth knowledge of the contractual requirements for the project.Observes construction to ensure adherence to approved drawings and specificationsElectrical Engineer’s scope of Construction Management includes power systems, electrical distribution, lighting systems, low voltage systems, generator systems, and other related electrical systems.Develops cost estimates on design changes, evaluates cost proposals and contractors’ requests for adjustments.Reports to the Project Director on the project’s conformity and non-conformity of contractor work and makes recommendations on how to correct deficiencies and resolve problems during construction.Liaison with Host Government 10% of timeLiaises with local authorities responsible for the implementation, scheduling and compliance of local building codes and construction regulations.Coordinates (Title II) electrical engineering services as required.Note This position description in no way states or implies that these are the only duties to be performed by the incumbent. Incumbent will be required to perform other duties as assigned by the agency.Qualifications Required For Effective PerformanceEducationUniversity degree in electrical engineering from an accredited institution is required.Prior Work ExperienceAt least five years of experience in electrical engineering related to building construction and renovation on large scale commercial development projects, of which, two years of experience in construction project management and oversight is required.Post Entry Training On-the-job training on U.S. electrical odes, specific reporting and oversight methodologies and requirements.Language Proficiency English and VietnameseEnglish level IV (Fluent) Reading/Writing/Speaking is required.Job Knowledge Knowledge of local building and construction codes, local safety and security rules. Must be familiar with the local government structure and jurisdictions and the key personnel in order to facilitate authorization and related engagement. Must have professional knowledge in electrical design calculations and criteria, preparation of engineering drawings and specifications.Skills and Abilities Good working knowledge of Microsoft Office Suite (Word, Excel, Power Point, Outlook) and Internet Research. Professional skills and experience in using construction management software such as Microsoft Project and Primavera. Ability to create civil engineering cost estimates and review civil construction drawings for code compliance. Must hold a valid driver’s license.Position Element Supervision ReceivedDirect supervision from Construction Manager/Project Director.Supervision ExercisedThis is not a supervisory position; however, incumbent will be responsible for monitoring and overseeing contractor performance on behalf of the Construction Manager/Project Director.Available GuidelinesSafety manuals and other guidelines provided by Construction Manager/Project Director.Exercise of Judgment Must exercise judgment in all construction activities, design alternate schemes, choice of materials and specifications.Authority to Make Commitments NoneNature, Level, and Purpose of ContactsConstruction Manager/ Project Director, and contractors on a daily basis.
