About the RoleThis is a full time position on a 28/28 rotation based in Algeria, working as a member of the HSE team, supporting development of the Incident Command & Crisis Management systems for all sites. This position will enhance the procedures, processes and systems for dealing with Emergency Response. The role is critical to ensuring the organization is fully prepared to respond to emergencies, safeguarding people, assets, and the environment while ensuring readiness across all operations.ResponsibilitiesDefine clear Incident Command and Crisis Management protocols and procedures. Support the Crisis Management Team (CMT) in managing large-scale incidents and emergencies.Develop, maintain, and update comprehensive Emergency Response Plans (ERPs) for all operations in collaboration with key departments. Align ERPs with local regulations, international standards, and company HSE policies, ensuring compliance with national requirements and industry best practices. Arrange comprehensive training programs and updated documentation to prepare personnel for Incident Command and Crisis Management scenarios.Organise emergency response training for employees, contractors, and stakeholders.Support and oversee drills and simulations (e.g., fire, spill, medical emergencies) to evaluate readiness.Document training sessions, drills, and lessons learned to ensure continuous improvement.Assist site teams in implementing and testing emergency response procedures tailored to site-specific risks and controls.Collaborate with HSE teams to ensure site-specific plans align with corporate ER policies.Act as the primary liaison between the head office and operational sites regarding emergency preparedness.Conduct regular site visits to to verify and enhance emergency preparedness.Inspect and maintain emergency response equipment, ensuring functionality and readiness.Maintain an inventory of ER resources and recommend procurement as needed.Verify the reliability of communication systems (e.g., radios, alarms) to ensure effective incident coordination.Participate in post-incident investigations to identify root causes and ensure corrective actions are implemented. Analyse past incidents and lessons learned to improve ERPs and procedures.Support teams in preparing for external audits and inspections related to emergency readiness.Engage with local authorities and emergency services to strengthen collaboration and Plan Mutual Aid (PAM) agreements.Foster external partnerships to enhance response efficiency during emergencies.Demonstrate HSE leadership and promote safe behaviors within teams.Actively contribute to fostering a safety culture by encouraging proactive identification and mitigation of risks.This position is central to safeguarding lives, assets, and the environment while ensuring operational resilience. By fostering collaboration, preparedness, and leadership, the Emergency Response Supervisor will drive excellence in emergency readiness across all operations.RequirementsDegree or degree-level equivalent qualification in an HSE related discipline (H&S, Quality Assurance, Engineering, Biology, Construction or similar)Must have Major Emergency Management (MEM) Training or Incident Command System Training (ICS 100, ICS 200, ICS 300 etc.)Desired NEBOSH certificate qualification (or equivalent) with at least 10 years proven experience in an Emergency Response capacity within the Oil & Gas (or similar high hazard) industry. Extensive experience in designing, implementing, maintaining and improving Emergency Response processes and exercises within a high hazard operating facility. English language skills essential - French and/or Arabic language skills desirableStrong knowledge of emergency response procedures, crisis management, and HSE standards.Excellent communication and leadership skills for training and coordinating diverse teams.Analytical and problem-solving abilities to evaluate emergency risks and recommend improvements.Familiarity with emergency response equipment, systems, and technologies.Ability to remain calm and decisive under pressure during emergencies.
