Job Description

The European Investment Bank (EIB) is the European Union’s bank. It works in support of EU development and economic co-operation policies by financing investment in both public and private sectors. The EIB is seeking to recruit for its Representation in Pretoria, a Banker. This is a full time position. The term of this contract will be 3 years based in the EIB Office in Pretoria, South Africa.

Please be informed that this position is identified as a Local Agent (EIB Local Employee serving in a non-EU country) and kindly note that the recruitment process and subsequent employment conditions for the selected candidate are subject to local labour and tax law compliance in the country of employment, as well as treated in the context of the local market.

PurposeAs a client facing Banker, internally referred to as Local Agent, you will act as coordinator for EIB financing activities and carry out EIB public sector loans/investments in the assigned countries in order to finance projects that support EU development and cooperation policies outside the European Union. You will take end-to-end responsibility for their identification, appraisal, negotiation, approval and follow-up up to and including first disbursement. You will maintain and foster relationships with clients and other stakeholders in the countries of responsibility, supporting deal origination and management of the countries’ portfolio.

Furthermore, you will contribute to the strategy development process for EIB public sector operations and country relations in assigned countries, in line with the International Partners Department’s objectives and guidelines. You will travel frequently to the country(ies) that you are responsible for. Regular business travel (also longer-term during the training phase) to Luxembourg will be part of your job profile. Operating networkYou will be part of the specific Unit covering operations and countries in Southern Africa, but you may also cover any activity of the Division within its Sub-Saharan Africa business as needs dictate.

The job may require you to travel to and operate within any of the countries in the region covered by the Pretoria Regional office. You will be engaged to carry out advisory or supervisory duties primarily in relation with the Framework Agreement for financial co-operation between the Republic of South Africa and the European Investment Bank dated 22 June 2000, as amended on 22 January 2008 and 8 March 2008You will report to a Head of Unit based in Luxembourg and for administrative and institutional matters, you will report to the Head of the Pretoria Regional Office.

AccountabilitiesContribute to the identification, appraisal, approval and signature of suitable projects in order to develop a financing portfolio of public sector loans and investments in line with the Bank’s objectives and guidelines, and ensure the consistent application of EIB policies and proceduresParticipate in the establishment and development of business relations with key external parties (e. g.

government representatives, promoters, companies, local authorities, financial institutions, other EU institutions) in order to develop the project portfolio and originate new operations, build co-operation and stay abreast of best practiceIn close coordination with the relevant corporate divisions, establish contact and provide information on International Partners activities towards private sector counterpartsContribute to the implementation of Bank policies, propose relevant initiatives in lending and other investment operations and make suggestions towards improving key operational processesProvide input into the strategy development process for EIB Global operations in assigned countries, in line with the objectives and guidelines of the Bank’s External Mandates in general and for Sub-Saharan Africa in particularRegular reporting on activities, interactions, pipeline, country situation.

Participate in initiatives that go beyond the boundaries of lending/investment domain, such as intra-directorate working groups.

QualificationsUniversity degree (minimum equivalent to a bachelor) in Finance/Economics or any business related disciplineMinimum five years of relevant experience in the banking, financial or development sectorGood knowledge of financial analysis, credit risk assessment and financial modelling, or relevant experience in this fieldGood knowledge of processes and procedures related to the administration, control and monitoring of lending operationsRelevant experience in managing multi-party stakeholder groups in complex projectsKnowledge and work experience with the region and the specific country(ies) related to the post would be an advantageGood knowledge of standard computer toolsStrong diplomatic and communication skills are essentialLanguage skills required:

Excellent knowledge of professional level spoken and written English and Portuguese.
