DescriptionAPPLICANTS MAY BE EDUCATIONAL OFFICERS, TEACHERS AND OTHER QUALIFIED INDIVIDUALSTYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.Examples of DutiesUnder the general supervision of the Director of the Executive Office on Early Learning, the Evaluation Specialist II: Analyzes existing programs, identifies problem areas, develops viable alternatives for their resolutions, and applies cost-effective and cost-benefit measures in reaching decisions and making recommendations. Assists in or carries out evaluation-research projects. Develops criteria and procedures for program evaluation and executes evaluation projects. Develops specifications and monitoring mechanisms for the early learning system. Develops long-range evaluation plans, relates proposals to budgetary requirements, and reduces programs to the planned program budgeting format. Reviews early learning services, content, and program approaches or specialized activities and determines the appropriateness of concepts and objectives, consonant with other related disciplines. Maintains a constant awareness of the early childhood landscape, advancements in evaluation-research technology, educational needs and requirements of an every changing society, of new instructional strategies, methods, materials, and equipment, and of advances in learning theories and the technology of evaluation research. Proposes new or revised objectives and recommends new approaches to fulfill early childhood / early learning / program needs. Works with various agencies and departments on program planning and improvement as needed and appropriate. Provides technical advisory services to agencies and departments as needed and appropriate. Interprets programs and provides information to parents, community groups, and government agencies. Translates evaluation program proposals into state guidelines and policies. Performs other related duties as assigned.Minimum QualificationsEducation: Graduation from an accredited college or university with a master's degree in education, business administration, public policy, public administration, political science, sociology, or related field, such as Program Evaluation, Public Health, Social Work (with evaluation focus), Education (with an emphasis on assessment), Educational Psychology, Measurement, Statistics, and Evaluation, Mathematics, Data Science, or Research Methodology.Education Substitution: A bachelor's degree in any of the fields listed above and two (2) years of professional work experience may be substituted for a master's degree.Experience: Six (6) years of responsible professional work experience in education, business, research institutions or related fields of which two (2) years shall have been in data analysis, evaluation, assessment, research and/or psychometrics.Knowledge: Foundations of curriculum and instruction; instructional media and computers; foundations of American education; tests and measurements; principles of learning and individual differences; educational statistics; design and evaluation procedures in educational research; research developments, trends, and current issues pertinent to the area of assignment; federal, state, and local education policies, laws, and regulations governing educational programs, funding, and accountability; best practices related to data privacy, confidentiality, and security of student data and educational records; educational technology tools, platforms, and resources used for assessment, data collection, learning management, and instructional support; educational research literature and methodologies related to assessment, evaluation, curriculum development, and instructional effectiveness. Desired Knowledge : Deep understanding of early childhood development, Knowledge of early childhood education (ECE) models and practices, Understanding of relevant policies and regulations, Awareness of the early childhood "system". Knowledge of various evaluation approaches (e.g., formative, summative, process, outcome, impact, developmental evaluation) and common frameworks (e.g., CDC Evaluation Framework, Logic Models, Theory of Change). Research design, Data collection strategies and instruments, Sampling techniques, Data analysis (quantitative and qualitative), Measurement and psychometrics, Performance measurement and indicators. Policy landscape, Cost-benefit analysis: Ability to analyze the economic implications of early childhood programs and policies.Ability to: Provide leadership, planning, and coordination in the area of assignment; develop, analyze, and evaluate plans, programs, and procedures; manage large datasets, including data cleaning, manipulation, and organization; lead evaluation projects from inception to completion, including planning, budgeting, timeline management, and coordination with stakeholders; critically analyze data, identify trends, draw meaningful conclusions, and make evidence-based recommendations for improving educational programs and policies; provide training and technical assistance to educators and stakeholders on evaluation methodologies, data interpretation, and best practices in assessment and evaluation; communicate effectively with others, both orally and in writing; maintain awareness of developments in education evaluation; operate computer and other business machines. Facilitation skills: Ability to lead meetings, workshops, and discussions with diverse groups to gather input, build consensus, and disseminate findings. Cultural competence: Sensitivity to cultural and linguistic diversity in program contexts and in communicating with stakeholders. Premium Conversion Plan: Participating employees may increase their take-home pay by having the State deduct the cost of health care premiums before payroll taxes are withheld. Flexible Spending Accounts: Eligible employees can reduce their federal and state income taxes and social security taxes through a tax-savings benefit program called Island Flex. This program allows employees to set aside money from their paychecks to pay for out-of-pocket health care expenses and eligible dependent care expenses on a BEFORE-TAX basis. Retirement Plan: The State contributes to a retirement plan for eligible employees. Generally, employees with at least 10 years of credited service and who have reached 62 years of age or have 30 years of credited service and are 55 years old may retire and receive benefits. Tax Shelter Annuity (TSA): If eligible, Department employees are able to participate in a tax shelter annuity program. The TSA plan allows eligible employees to contribute pre-tax dollars to an employee-selected investment service provider authorized to provide TSA products. Deferred Compensation: The State offers employees a tax deferred (sheltered) retirement investment program. This program is an opportunity to build a retirement nest egg through voluntary payroll deductions. Several investment options are available. Temporary Disability Insurance: Qualified employees may be eligible to receive benefits for a disability caused by a non-work related injury or illness under this program. Social Security: As an employer, the State also contributes to an employee's social security account. Workers' Compensation: If an employee is injured while on the job, benefits covering medical expenses and partial wage support may be available through workers' compensation. Union & Collective Bargaining: Employees have the right to join the union for collective bargaining with the State and employee representation. Some employee unions provide discounts, insurance and other opportunities.
