            Job Description
            SALARY: \$79,172 - \$86,513 annually Commensurate with experience. StepSalary System to be awarded annually on the anniversary date of hire andwould typically start at Step 1. Please note the salary range indicatedis firm. REPORTS TO: Works under direct supervision of the ChiefFinancial Officer and Budget Director. JOB SUMMARY: Financial Analystprepares budgets, analyzes financial data, forecasts revenues andexpenditures, monitors spending, ensures regulatory compliance, anddevelops reports to guide decision-making and ensure fiscalresponsibility for public funds. Key duties include coordinating annualbudgets, analyzing capital projects, conducting cost-benefit analysesand presenting financial information to manager and department heads.Reviews collective bargaining agreements and projects costs of proposalsand implementation. Assists in maintaining a uniform system forfinancial planning and operations and prepares Schedule 19 for theSchool Department. Performs risk analysis; reviews potential liabilitiesRegarding Property, Casualty, And Liability Coverage. ESSENTIALFUNCTIONS: Budgeting and Forecasting: Prepares the annual budget,gathers input from departments, forecasts revenue and expenditures, andMonitors Budget Performance Throughout The Year. Financial AnalysisAnalyzes financial data and trends to assess the financial health ofdepartments. Reporting and Presentations: Develops financial reports,charts, graphs, and presentations for department heads. PreparesSchedule 19 for the School department Compliance: Ensures that allfinancial activities comply with internal and government regulations,policies, and laws. Project Support: Provides financial expertise andanalysis for capital improvement or special projects and other financialinitiatives. Data Management: Compiles and maintains financial data fromaccounting systems, prepares various financial statements, and ensuresdata accuracy. Union Participates in the collective bargaining process.Prepare financial documents to analyze the projected cost of proposedchanges and the costs of implementation. Risk Management: Monitors theexpenditures of funds and develops strategies to reduce risk exposure.Performs other related duties as assigned Requirements: QUALIFICATIONSREQUIRED AT HIRE: Education and Experience: Bachelor\'s degree inaccounting, finance, public administration, or business administrationpreferred, supplemented with 3 - 5 years of experience in governmentalfinance, preferably at the local level; or any equivalent combination ofEducation, Training And Experience Which Provides The Requiredknowledge, skills and abilities to perform the essential functions ofthe job. KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge ofmunicipal accounting and auditing principles, practices and procedures.Thorough knowledge of generally accepted accounting principles,promulgation of UMAS, Governmental Accounting Standards Board (GASB),and GAAP accounting standards and applicable Massachusetts General Laws,regarding finance, insurance and procurement. Knowledge of municipalbudgetary functions. Proficiency in financial software applications,spreadsheets Ability to create financial management reports Excellentdata processing skills and MS Office Suite (word, excel) applications.Ability to clearly communicate complex financial information to diverseaudiences, including department staff, elected officials, and the publicAbility to work effectively with various departments and maintainprofessional working relationships.
