Job Description

Job Purpose:You will be in the position of managing a financial audit unit from planning to reporting to audit internal controls over financial reporting, compliance with local accounting and tax practices, international accounting standards, and regulatory reporting, as well as auditing financial and non-financial risk management. This role involves engaging in teamwork, agility, and transparency by holding authority to act and making value-added recommendations to improve the Bank's risk management, governance, and internal control systems.Location:Head Office, Phnom Penh (01 post)Major Areas of Responsibility:Lead the finance audit team in completing the approved audit plans, e.g., examine and evaluating the adequacy and effectiveness internal controls over financial reporting, ensure compliance with tax obligations and groups/regulator’s reporting requirements, and review the appropriate adoption of local and international accounting standards;Responsible for auditing financial risk management to assess the adequacy of process design and the effectiveness of controls in managing risks that arise in the course of the Bank's operations. From time to time, interact with other audit teams to audit other audit areas, such as non-financial risk management, operation, compliance, legal, or HR;Coordinate with Head of Internal Audit Division to determine appropriate audit objective, scope, strategy, risk, and timeliness, and develop a risk-based test plan by selecting appropriate audit approach, test procedures and sampling criteria based on professional judgment and departmentally defined internal audit methodology;Define, develop, and monitor operational plans of each audit engagement to ensure timelines are met;Propose practical and value-added recommendations to address control weaknesses and/or process inefficiencies;Ensure that the audit reports findings are clear, accurate, and recommendations are sufficient and appropriate;Determine the audit team's training requirements and organize audit trainings for skill development;Lead the development of audit team that audit standards and capability are continually improved;Interact with audit management to audit requirements and identify improvement opportunities and concerns;Play a critical role in the continued fostering of functional relationships across the wider group by advocating for the IA function and proactively communicating and promoting our proposition;Maintain and enhance KPIs which measure the operational excellence of the function and motivate change;Work closely with the Head of Internal Audit Division to continuously develop, drive, and deliver on our people proposition.Qualification:Bachelor’s degree or equivalent degree, and related certifications (CIA, ACCA/CPA, CFE, or CISA) are a plus;Minimum of five years of experience in internal and/or external auditing in the financial industry;Proficient understanding of audit concepts, risk, and control analysis, and analyzing root causes of problems as well as an understanding of best-in-class audit methodologies i.e., IIA Standards, COSO Framework, COBIT Framework;Strong knowledge of banking business operations, risk management, regulatory environment, internal controls over financial reporting (ICFR), accounting (IFRS) and tax compliance;Ability to analyze data and make a diagnosis and solve complex problems and demonstrate innovation;Proven experience of leading and motivating teams as well as delivering transformational and cultural change;Strong leadership skill, result oriented, interpersonal skill, project management skill, and sound independent judgement;Proficiency in MS Office i.e., Word, Excel, PowerPoint, Visio, Outlook, experience with other software application is a plus;Experience in delivering a high-level presentation to various kinds of audience;Committed to self-development and develop others;Bilingualism (spoken/written) Khmer and English, essential.
