Job Description

Job PurposeTo manage the assigned recruitment team in delivering efficient and satisfactory recruitment activities including sourcing strategies, headhunting, building a strong candidate pipeline, expanding networking and access to diverse talent pools including candidate with rare skillsets and to act as an ambassador of the Bank in providing superior services to both hiring managers and candidates to ensure quality sourcing and interview as well as timely fulfilment of vacancies. Major Areas of ResponsibilityDevelop strong relationships with hiring managers including functional heads and branch managers to forecast recruitment needs as well as consult and recommend on innovative and cost-effective sourcing strategies to align with the business requirements and hire the best suitable candidates. Develop more initiatives and concepts for proactive recruitment to ensure timely fulfilment of vacancies and meet the business needs. Ensure quality and timely vacancy posting, sourcing, headhunting, screening, longlisting, interviewing, and reference checking with continuous communication and updates to the hiring managers on staffing progress and follow-ups on final decision. Actively headhunt and source rare/highly skilled talents to fulfill the Bank’s high-level vacancies. Continuously provide coaching, guidance, and training to the team to build and develop capacity and skills to ensure their high-quality performance. Leverage all recruitment related systems to manage all the open vacancies and candidate pipelines. Build network to create candidate pools and expand access to diverse talents especially people with rare and technical skillset to effectively attract them to the Bank. Participate in career fairs, events, and projects of the Bank to increase exposure, engage with diverse pools of potential candidates, and build professional connection. Act as an ambassador for ABA Careers in promoting job openings, building a strong and engaging recruiter profile, and providing superior services to both hiring managers and candidates. Exert effective techniques in negotiating and convincing the candidates, communicating job offers, and onboarding the selected candidates to fulfil the vacancies. Maintain relationship and communication with the selected candidates or finalists to response to their concerns/any queries. Properly track and manage the reporting of the team and team’s performance to ensure accurate information and minimize errors. Participate in Talent Acquisition and Management Division projects that align with HR Function as well as business needs of the Bank. Ensure the practice of recruitment process is in compliance following Recruitment Guideline of the Bank. Perform other tasks assigned by line manager. QualificationsBachelor’s degree in Human Resource Management, Finance and Banking, or any related field. Minimum three to five years of working experiences in recruitment, HR, and people function with a strong track record of recruiting positions and a strong recruiter profile on various platforms. Excellent interviewing skills to build rapport and network with candidates and gather information for hiring decision. Ability to build and maintain relationship with Hiring Managers and candidates for successful recruitment. Excellent interpersonal skills for interaction with multiple stakeholders from various levels. Good leadership and team management skills. Ability to multitask, prioritize, and meet deadlines. Ability to maintain high level of confidentiality regarding employee information. Strongly dedication to details and accuracy. Ability to use and communicate in both Khmer and English. Proficiency in Microsoft Office and Bank’s software (Microsoft Office: Ms. Word, Ms. Excel, PowerPoint, Visio, etc.).
