For more information, please see www. dt-global. comPosition OverviewVAHP is seeking a consultant to develop a Health Public-Private Partnership (PPP) Policy for review by the Vanuatu Government.
The health sector faces chronic underfunding, low expenditure, and reliance on external funding, with limited fiscal space and minimal operational funding for Public Health. While options such as social health insurance, community financing, earmarking of ‘sin taxes,’ levies, and regional supply chain pooling have been explored, progress requires protracted policy and legislative change. PPPs provide a strategic opportunity to leverage private sector expertise, investment, and innovation to strengthen health services, infrastructure, and technology. A potential second phase, subject to funding, will examine implementation modalities for health sector PPPs. Specific DutiesThe consultant will be expected to:
Review current health sector gaps and opportunities for PPPs in Vanuatu. Review existing legal, regulatory, and institutional and payment frameworks relevant to health PPPs. Benchmark international and regional best practices, especially in the Pacific and Southeast Asia. Facilitate consultations with key stakeholders. Draft the PPP Policy. Prepare and present the draft policy for consultation with stakeholders and incorporate feedback. Submit a final draft PPP Policy document with an implementation roadmap for consideration by the Government.
