Job Purpose & ObjectivesAs part of the Talent & Culture Asia team members, this HR Generalist leads and manages the human resources function for CIB China (BBVA Shanghai and Beijing Rep Office). This role ensures compliance with Chinese labor laws, the People’s Bank of China (PBOC) and National Financial Regulatory Administration (NFRA) regulations, and BBVA HR policies. He/She works closely with the Talent & Culture Asia team on a regular work basis, and supports the Shanghai branch’s strategic goals by developing a high-performing, compliant, and values-driven workforce while maintaining strong employee relations in a regulated environment,Key ResponsibilitiesTalent Acquisition and Workforce Planning: Coordinate seamlessly with the Talent & Culture Asia team on all hiring needs and processes, to build talent pipelines in line with headcount planning of CIB China.Ensure onboarding processes meet both corporate governance and related personnel checks as statutory required.Employee Relations & Labor Compliance: Being a HR subject matter expert for employment related ordinance in China, ensure HR policies are updated and consistent with Chinese labor law and banking regulatory requirementKeep record of employment contracts, maintain to update internal rules, and respective HR-related compliance documentationAs a T&C representative to the Shanghai Branch Ethics Committee handling employee relations and grievances cases in a sensitive and lawful manner.Maintain accurate employee files and HR data for Shanghai BranchPayroll Administration:Handle payroll processing for Shanghai Branch in compliance with Shanghai social insurance, housing fund, and tax requirements, with approval review by HR Operations Manager of T&C Asia.Performance & Talent Development:Co-ordinate with T&C Asia on respective HR processes throughout the year, i.e. people assessment, performance evaluation, satisfaction survey, goal-setting KPI alignment, and compliance with “fit and proper” standards for key personnel.Support staff training on BBVA eCampus, and identify local training programs according to the needs raised in the branch, such as trainings related to banking operations, risk control, language training etc Support talent identification and succession planning for the branchOrganizational Development and HR Strategy:Drive employee engagement aligned with corporate values.Support BBVA Values Day, Staff Satisfaction Survey and other staff engagement initiativesSupport organization change on business growth, expansion, restructuring, etcReport HR metrics: Headcount, turnover, cost ratios, etc and other ad-hoc reportsRegulatory and Risk Management: Ensure HR operations meet the compliance standards of regulatory requirement in ChinaPrepare HR documentation for internal/external audits;Contribute to risk-control self-assessments and other regulatory reports from HR perspective.Job SpecificationsQualification & ExperienceDegree holder in Business Administration, Human Resources, or related fieldAt least 5 years HR generalist experience, preferably within Foreign banking or financial services institution in ChinaFamiliar with NFRA/PBOC labor compliance and compensation structures in bankingKnowledge & SkillsIn-depth knowledge of PRC Labor Law, and financial sector HR practices in ChinaStrong interpersonal and communication skillsIntegrity, discretion, and awareness of confidentiality and conflict-of-interest protocolsCultural agility and the ability to navigate a multinational corporate environmentKnowledge of using WorkDay HR systemAI literacy, use of AI in HR fieldLanguageProficient in written and spoken English and ChineseSpanish is a plusOther Skills (e.g. Interpersonal, Communication etc)Strong interpersonal and communication skillsCustomer-orientedSelf-motivated and be a team playerAbility to work under pressure
