Job Description

Job Summary:Lead and manage the Human Resources Operations Section to ensure the efficient implementation of HR policies, procedures, and systems in alignment with the organization’s strategic objectives. Oversee day-to-day HR operations including payroll, personnel administration, employee data management, and HR digital platforms to ensure compliance, accuracy, and operational excellence.Key Responsibilities:• Supervise and manage all HR operational activities, ensuring compliance with civil service laws, labor regulations, and internal policies.• Oversee employee data management, contracts, attendance, leaves, and end-of-service procedures to maintain accurate and up-to-date employee records.• Manage payroll operations in coordination with finance, ensuring timely and accurate processing of salaries, allowances, and deductions.• Ensure integration and consistency between HR systems and national platforms such as Masar and Sarf.• Implement HR process automation and digital transformation initiatives to improve efficiency and service quality.• Coordinate with the HR Planning and Recruitment sections to ensure seamless employee onboarding and offboarding experiences.• Monitor HR operations KPIs and prepare periodic reports on workforce status, compliance, and process performance for senior management.• Support audits, HR governance activities, and continuous improvement initiatives to enhance operational effectiveness.• Provide guidance to HR staff to ensure service excellence, data integrity, and adherence to best practices.Qualifications & Requirements:Education:• Bachelor’s degree in human resources management, Business Administration, or a related field (master’s degree preferred).Experience:• Minimum of 7 years of professional experience in HR operations or personnel administration, preferably within the government or semi-government sector.• Proven experience in payroll management, HR systems administration, and compliance with public sector HR regulations.• Strong knowledge of Saudi labor law, government HR frameworks, and e-government platforms (e.g., Masar, Sarf).Skills & Competencies:• Leadership and team management capabilities.• Deep understanding of HR processes, data accuracy, and digital systems integration.• Proficiency in HR management systems and Microsoft Office (especially Excel).• Strong analytical, problem-solving, and process-improvement skills.• Proficiency in English (spoken and written).
