Combining the results-oriented nature of a start-up with the resources of a profitable and leading Internet company, Tencent offers a unique opportunity for aspiring individuals to thrive.About the RoleAs we build the Tencent HR Outsourcing Hub into a strategic talent centre, we are looking for a highly detail-oriented and data-driven HR Specialist who can not only manage operational excellence but also tell stories through data to drive insights and improvements.We are looking for an HR Specialist based in Egypt to manage the day-to-day HR operations and recruitment of Tencent’s outsourced workforce. This role serves as the main HR contact for outsourced employees and vendors, ensuring smooth coordination, legal compliance, and alignment with Tencent’s standards. The specialist will also oversee the full lifecycle of outsourced staff and contractors, working closely with business leaders and the Country HR Manager to deliver scalable, compliant, and high-impact HR solutions in a fast-paced environment.ResponsibilitiesOutsourced Workforce & Vendor ManagementAct as the HR focal point for all matters related to outsourced employees and contractors in Egypt.Partner with outsourcing vendors to ensure operational efficiency, compliance with Egyptian labour regulations and the business’s expectations.Perform the full spectrum of Talent Acquisition responsibilities, including self-sourcing candidates, conducting interviews, and efficiently managing vendor-submitted profiles to ensure timely and high-quality hiring outcomes.Oversee entire life cycle process (onboarding,offboarding and everything in between), and contract renewals, to ensure a positive and compliant experience.Coordinate invoicing, payment validation, and contract documentation with internal and external stakeholders.Track and evaluate vendor performance through structured KPIs, including hiring speed, attrition rates, compliance adherence, and service quality.Day-to-Day HR OperationsProvide daily HR support to outsourced employees, including addressing HR inquiries, benefits administration, and employee relations issues.Main focalFacilitate communication between outsourced staff, vendors, and Tencent managers.Support grievance handling and disciplinary actions in line with local labour law and company policy.Performance & Workforce InsightsDrive the execution of performance evaluation processes for outsourced staff.Partner with vendors and internal managers to identify gaps, support coaching, and recommend performance interventions.Design and generate HR dashboards and reporting, turning data into actionable insights that support decision-making.Track key workforce metrics (e.g., attrition, productivity, satisfaction) and visualize trends for senior management.Compliance & GovernanceGenerate and submit regular reports on headcount, attrition, and other workforce metrics to country HR, and management teamsEnsure full compliance with Egyptian labour laws, Tencent’s internal policies, and audit requirements.Support internal and external audits, and maintain accurate documentation for workforce governance.RequirementsBachelor’s degree with at least 3 years of HR experience, preferably with exposure to outsourced workforce or vendor management in Egypt.Strong written and verbal proficiency in English and Arabic, Mandarin is a plusSolid knowledge of Egyptian labour laws and HR compliance requirementsDemonstrated experience in HR operations, including data reporting/analytics, payroll, or talent acquisition.Recruitment or resourcing background is an added advantage, especially in managing vendor-led hiring processes.Strong attention to detail, particularly in tracking vendor SLAs and workforce data accuracy.Experience with vendor KPI tracking and performance management frameworks.Effective problem solver with strong process thinking and solution-oriented mindset.Excellent stakeholder management and communication skills — builds trust and works collaboratively across cultures and time zones.Comfortable in fast-paced, ambiguous environments; able to prioritize and deliver with quality.Contract Type: 1-year contract (renewable based on performance and business needs).Why Join Us?Be part of a core team shaping Tencent’s growing regional HR operations hub.Drive meaningful impact through workforce innovation and data storytelling.
