Key AccountabilitiesThe candidate is a focal point to coordinate, implement and maintain effective Health, Safety and Environment (HSE) programs and logistics operations within the warehouse and supply base operations, ensuring compliance with company policies, statutory regulations and internal stakeholder requirements for offshore oil and gas support activities.Implement and monitor Health Safety Environment (HSE) procedures and programs in accordance with the company’s HSE Management System, Department Of Environment (DOE), and Department of Occupational Safety and Health (DOSH) regulations.Ensure compliance with the Environmental Quality (Scheduled Wastes) Regulations 2005 in relation to labelling, storage, transportation and handling of scheduled wastes at Labuan Supply Base (LSB). Manage all reporting and documentation through eSWIS (Electronic Scheduled Waste Information System).Serve as the focal person for HSE matters within the warehouse and logistics operations, including toolbox meetings, safety briefings and incident reporting.Serve as the HSE liaison with federal regulatory agencies, local authorities, Asian Supply Base (ASB), and the ENEOS Xplora HSE Department (Kuala Lumpur Office) in Labuan F.T.Conduct workplace safety inspections, risk assessments and recommend corrective actions.Ensure compliance with the Occupational Safety & Health Act 1994, CLASS 2013 (Occupational Safety and Health (Classification, Labelling and Safety Data Sheet of Hazardous Chemicals) Regulations 2013), and USECHH 2000 (Occupational Safety and Health (Use and Standards of Exposure of Chemicals Hazardous to Health) Regulations 2000) with regard to the storage and handling of chemicals at ENEOS’s warehouse and to a limited extent, at the Integrated Chemical Warehouse managed by Asian Supply Base (ASB). Review and verify Permit to Work (PTW) and Job Safety Analysis (JSA) documents. Coordinate emergency response plans, fire drills and safety equipment inspections.Liaise with the company’s KL Office HSE Department, DOE, DOSH and other regulatory bodies for audit and compliance matters.Conduct periodic reviews of Warehouse Safety Standard Operating Procedures (SSOPs) and associated safe operating guidelines to ensure ongoing compliance and effectiveness.Ensure proper waste segregation, labeling, and safe handling of hazardous materials.Maintain safety performance records and prepare monthly HSE statistics and reports. Oversee proper storage, material handling and housekeeping within the warehouse area to ensure safety and operational efficiency.Assist in coordination of logistics for waste disposal and environmental management services.Promote safety awareness across the Supply Base through regular HSE moment sharing sessions and toolbox meetings.Qualifications, Skills & KnowledgeBachelor Degree preferably in Occupational Safety & Health, Logistics Management, Supply Chain or related field.Possesses a valid CePSWaM (Certified Environmental Professional in Scheduled Waste Management) certification issued by the Department of Environment (DOE) Malaysia.Familiar with DOE eSWIS reporting, lifting operations and warehouse management systems.Good understanding of local regulatory requirements (DOE, DOSH, NIOSH).Minimum 5–8 years of relevant experience in Logistics, Warehouse or Supply Base Operations within the oil & gas industry.Works well in a team environment and interacts professionally with personnel across all levels.Strong coordination and communication skills to coordinate efficiently and interact with external parties i.e. Asian Supply Base, Department of Environment (DOE) and Department of Occupational Safety & Health (DOSH). Proactive, organized and safety-conscious.
