West of Singapore | Full-time | Permanent RoleA global leader in modular pharmaceutical environments is seeking an experienced HSE Manager to lead the health, safety, security, and environmental strategy for its Singapore project. This role is critical to ensuring regulatory compliance, operational safety, and a proactive HSE culture across all phases of construction.Key ResponsibilitiesLead overall site HSE management, covering safety, health, security, and environmental protocolsDevelop and implement detailed site HSE execution plans, procedures, and control measuresSupervise compliance with safety regulations and conduct regular audits of subcontractors and site personnelDeliver HSE training and education programs for project staffOrganize and lead site HSE meetings, inspections, and behaviour-based observationsRecord non-compliance issues, communicate expectations, and follow up on corrective actionsCollaborate with construction engineers to develop and disclose safety work method statements for high-risk activitiesLiaise with regulatory authorities during inspections and related engagementsCoordinate with clients, general contractors, subcontractors, and suppliers to ensure HSE alignmentMonitor HSE KPIs, compile reports, and drive continuous improvement initiativesLead accident investigations, prepare detailed reports, and implement targeted corrective actionsSupport additional tasks as assigned by the Project ManagerIdeal ProfileBachelor’s degree in Safety, Environmental Science, Engineering, or related disciplineMinimum 7 years of site-based HSE experience, with at least 5 years in pharmaceutical, chemical, or food industry projectsStrong knowledge of Singapore safety regulations and frameworks (BizSAFE, ISO, WSHMS, GGBS)Proven ability to lead HSE strategy in complex construction environmentsExcellent communication skills in English and MandarinProficient in Microsoft Office toolsHolds valid Singapore safety management certificationThis role offers the opportunity to shape safety excellence in a high-specification, GMP-regulated build.
