HR Manager Semi-State Body | Dublin City Centre (Hybrid)A well-established semi-state body has partnered with Re:work to hire an HR Manager to lead their HR function and drive strategic people initiatives across the organization. This is a multi-agency assignment, with one other recruitment agency hiring for the role.Role Summary This is a leadership role combining strategic HR delivery with hands-on people management and ER/IR expertise. You'll lead a team of HR Business Partners who are developing in their roles, act as the go-to expert for complex employee relations matters, and partner with senior leadership on organization-wide HR initiatives. They balance strategic, forward-thinking HR delivery with the practical realities of public sector reporting requirements. The HR function works collaboratively across HR Business Partners, Learning & Development, and HR Operations to deliver integrated people solutions. This is a long-term hire being offered on an initial 3-year contract with a clear pathway to permanency.What You'll Be DoingLead and develop a team of HR Business Partners, providing coaching, guidance, and support through complex situationsChampion coaching and development across the HR team, with a focus on building capability and confidence in your direct reportsAct as the ER/IR expert for the organization, managing investigations, providing pragmatic advice, and resolving complex people issuesPartner with the HR Director on strategic workforce planning, organizational change initiatives, and departmental objectivesLead HR through organizational change and transformation initiatives during a period of significant transitionSupport HR Business Partners in delivering dedicated HR services to their allocated departmentsOversee employee relations matters including liaison with external bodies and WRC when requiredManage union engagement during representation cases as neededDrive recruitment strategies focusing on attraction and retention in priority areasEnsure HR compliance with employment law, policies, regulations, and public sector circularsEnsure compliance with quality management procedures and regulatory requirementsContribute to organizational change management projects and transformation initiativesDevelop and implement employee engagement initiatives aligned to the people strategyCoordinate HR metrics, reporting, and data requirementsSupport public sector reporting requirements including headcount tracking and sanction managementFoster a culture of continuous improvement across HR systems, processes, and service deliveryWhat We're Looking ForDegree in Human Resources or related field plus CIPD membership5+ years HR experience at senior level with strong ER/IR background3+ years leading and developing teams with proven coaching capabilityProven experience coaching and mentoring HR professionals through their developmentComfortable working in the grey areas of people issues with pragmatic, solution-focused approachExperience delivering strategic HR initiatives across an organizationTrack record implementing change management initiativesPublic sector HR experience highly desirable - understanding of constraints, reporting requirements, sanction processes, and public sector agreementsStrong analytical skills with experience making data-driven decisionsExcellent stakeholder management and influencing abilities across all organizational levelsAbility to manage multiple competing priorities in a reactive environmentProficient in Microsoft Office, cloud platforms, and HRIS systemsWhat's On OfferSalary: €82,000-€97,000 (incremental scale based on experience & appropriate grade)Contract: 3-year contract with clear pathway to permanency (this is a long-term role)Annual leave: 27 days plus public holidaysPension: Single Public Service Pension SchemeLocation: Dublin city centreHow They Work This is a hybrid role requiring a minimum of 2 days per week onsite in Dublin city centre, with the option to work remotely up to 3 days per week. Specific days are agreed with your manager. The role operates Monday to Friday with a minimum of 35 hours and access to flexitime after 6 months.
