Full-TimeEssential FunctionsRecruitment and Selection:Partners with hiring managers to identify staffing needs and to develop effective recruitment strategiesAssists in drafting and updating job descriptions to align with organizational needs and compliance requirementsPosts and advertises for open positions and refreshes current job openings and advertisingWrites effective job advertisements, using various tools including but not limited to the Predictive IndexIdentifies candidates using a variety of sourcesIdentifies, develops, and maintains cost effective sourcing tools and strategies for current and future workforce needsWorks within an established budget, tracking expenditures and forecasting needsBuilds and maintains a diverse slate of candidates, using social media, networking, educational institutions, community resources, professional associations, and external staffing agenciesConducts initial phone screens, as neededSchedules interviews, as needed, and conducts interview debriefs with hiring teamsAssists with preparing offer letters and extends job offers, as neededConducts background screening, drug screening, and reference check processes and follow upCoordinates drug screening and background screening with external vendors and HR AdministratorAttends career fairs, job fairs, and other outside community and recruiting opportunitiesRecommends and develops training tools, as needed, to enhance Hiring Managers' effectiveness in selectionUnderstands and applies employment laws related to recruiting and hiringIn conjunction with the Director of Human Resources and HR team:Oversees new employee orientation and related programsConducts periodic new employee check-ins (i.e., stay interviews)Conducts exit interviews and compiles data to identify trends and recommend improvementsAssists with employee relations, including but not limited to, performance coaching, discipline, investigations, and terminationsHuman Resources Operations, Compliance, And Administrative TasksMaintains HR records, reports, and files in compliance with federal, state, and DCCCA requirementsSupports HR policies and procedures to ensure compliance with applicable employment laws and best practicesProvides HR administrative support, including preparing letters, reports, and employee communicationsIn conjunction with the HR Manager, oversees writing, maintaining, and publishing job descriptionsResponds to emails and phone calls coming into the HR Department email, including verifications of employmentOversees the Learning Management System, including maintaining training documentation and running compliance reportsResponds to unemployment benefit claims as neededAssists with workers compensation incident reporting and follow upMaintains a general understanding of all employee benefits. Answers questions from employees and applicants or refers to appropriate HR representative if additional assistance is neededMaintains records in the HRIS, including employee files, certifications, and licensesAssists with supporting a drug-free workplace, including assisting with facilitation of random, quarterly drug screeningEngages in agency strategic change teams and participates in training opportunities, as determined in conjunction with Director of HRTakes initiative for added responsibilities and projects that will benefit the department and agencyDevelops and maintains positive and effective interpersonal relationships between other members of the HR team, managers, and employees, at all levels of the agencyEducation, Experience, And LicensureBachelor's degree in human resources, Business Administration, or related field preferred; equivalent work experience considered2-4 years of HR experience, with emphasis on recruitment and onboarding preferredKnowledge of HR practices, employment law, and compliance standardsStrong interpersonal and communication skills; ability to build trust and rapport with employees and managersExcellent organizational skills with attention to detail and ability to manage multiple prioritiesProficiency with HRIS systems, applicant tracking systems, and Microsoft Office SuiteMust possess a valid state Driver's License, in force automobile liability insurance, and maintain a Motor Vehicle Record (MVR) that meets organization's insurability standard as defined by DCCCA policy. Availability of reliable transportation is required for this positionKnowledge, Skills, And AbilitiesRequires overall computer knowledge and proficiency with the following:Computerized database programsSpreadsheet programsWord processing programsRequires the ability to efficiently operate office equipment such as:Computerized e-mail systemsCalculators, copiers, fax machinesTelephones and voicemail systemsEffective listening, oral, and written communication skills, including face-to-face, on-site, in person discussions.
