Job Description

Job OverviewResponsible for the availability of qualified and trained personnel, and efficient administrative services to ensure continuous and reliable plant operations. Cascade company policies and HRA programs and identify and record any problems relating to personnel matters, process and quality and EHS Management systems. Initiate, recommend or provide solutions through designated channels.MAJOR PROCESSES:1. Recruitment, Selection and Placement2. Manpower Planning3. Career Management4. Training and Development5. Communication Management6. Benefits Administration7. Employee/Labor Relations8. Community Relations9. Personnel Administration10. Government Liaison11. Contractors and Retainers ManagementDETAILED FUNCTIONS:1. Oversee the APSC and MPC Plant HRA activities.2. Recruitment2.1. Oversee the selection and placement ensuring competent individuals are hired and job vacancies are filled timely. Conduct Panel Interview with the other members of the Plant Management Team.2.2. Review the personnel requisition/s and ensure its alignment to the approved Table of Organization and Manpower budget.2.3. Route for approval the table of organization and disseminate to all concerned once approved.2.4. Review the hiring documents of new hires2.5. Review Manpower Reports.2.6. Update and route for approval the job descriptions and table of organization.3. Employee Movement and Payroll3.1. Review and process the personnel action3.2. Prepare the payroll of the APSC and MPC employees3.3. Prepare the 13th month pay and other bonuses.3.4. Implement salary adjustment when applicable3.5. Prepare the employee certificate of employment and compensation.3.6. Prepare final pay of separated employee.3.7. Compute income taxes withheld on compensation and prepare the Certificate of Income Taxes Withheld4.Training4.1. Analyze and summarize results of competence gaps anarysis.4.2. Identify improvements on individual level of competence, performance, behavior orattitude based on the results of competence gaps analysis.4.3. Facilitate and monitor implementation of training programs ..4.4. Initiate the conduct of Performance Management Review and consolidate results.4.5. Prepare training evaluation report and discuss results with BU/Plant Managers.5. Employee and Labor Relations5.1. Assist in ensuring harmonious relations between management and employees.5.2. Implement disciplinary actions as appropriate.5.3. Oversee the sports and recreation activities.5.4. Facilitate communication activities (assemblies/dialogue/cascade).6. Benefits Administration6.1. Ensure proper implementation of employee benefits (cash and non-cash}.7. Community Relations7.1. Plan and implement community relations projects that are aimed to contribute to theenhancement of the quality of life of the Plant's host communities.7.2. Establish networking with external entities in support of the company's communityrelations program.8. Compliances8.1. Monitor proper implementation of Company policies.8.2. Document and update all HR & Administrative procedures and work instructions.8.3. Recommend appropriate actions for non-compliance of company policies.8.4. Handle inspection tours of government agencies, insurance representatives and assessors.8.5. Ensure availability of updated information regarding labor practices.8.6. Coordinate with DOLE on employee-related information as required.8.7. Assist the Management in the implementation of the Alsons Conservation Program in hisdepartment.8.8. Assist the Management in the implementation of quality and productivity initiates in hisdepartment.8.9 Perform other duties that may be assigned by his superior.
