The selected candidate will play a pivotal role in shaping industrial and trade-related tariff policies, advising on fiscal impacts, and supporting evidence-based policy decisions to promote Pakistanโs industrial growth.๐๐ฒ๐ ๐ฅ๐ฒ๐๐ฝ๐ผ๐ป๐๐ถ๐ฏ๐ถ๐น๐ถ๐๐ถ๐ฒ๐:Analyze existing customs duties, tariffs, and regulatory duties affecting industrial inputs and finished goods.Develop sector-specific tariff and duty structures aimed at encouraging value addition and strengthening backward linkages in industry.Provide expert advice on tariff rationalization consistent with industrial development goals and Pakistanโs international trade commitments, including WTO, Free Trade Agreements (FTAs), and GSP+. Collaborate closely with the Federal Board of Revenue (FBR), National Tariff Commission (NTC), Ministry of Commerce (MoC), Board of Investment (BOI), and industrial associations to align tariff recommendations with sectoral priorities.Represent the Ministry of Industries and Production (MoIP) in technical committees, tariff boards, and consultation forums. Employ input-output modeling, elasticity analysis, and other economic techniques to quantify the effects of tariff changes on industrial competitiveness and consumer prices. Draft and submit tariff proposals, including justifications and supporting documentation, for MoIP submissions to the Economic Coordination Committee (ECC), FBR, and NTC๐ค๐๐ฎ๐น๐ถ๐ณ๐ถ๐ฐ๐ฎ๐๐ถ๐ผ๐ป๐ & ๐๐
๐ฝ๐ฒ๐ฟ๐ถ๐ฒ๐ป๐ฐ๐ฒ:Masterโs degree in Economics, Trade Policy, Public Finance, Business Administration, or a closely related discipline from an HEC-recognized university.Advanced training or certifications in trade economics, tariff policy, or public finance is highly desirable.Minimum 12 years of relevant professional experience.At least 3 years of experience working with or advising on industrial or trade-related duties and tariffs, with exposure to institutions such as Ministry of Commerce (MoC), Federal Board of Revenue (FBR), National Tariff Commission (NTC), think tanks, or multilateral agencies.Proven track record in drafting tariff proposals, conducting fiscal or economic impact assessments, and engaging with multi-sectoral stakeholders. Skills:Deep understanding of Pakistanโs trade and tariff frameworks, including the Customs Act, Statutory Regulatory Orders (SROs), and Harmonized System (HS) codes.Proficiency in economic modeling and trade analysis software such as WITS (World Integrated Trade Solution), SMART (Software for Market Analysis and Restrictions on Trade), and GTAP (Global Trade Analysis Project).Strong analytical and quantitative skills to assess tariff impacts on industries and consumers.Excellent written and oral communication skills to prepare policy briefs, proposals, and engage with government and industry stakeholders.Ability to collaborate effectively with government bodies, private sector actors, and international organizations.
