This position is financed by a third-party, external to the Organization with funding provided by the donor. Although there is a commitment from the donor, the appointment may be terminated prior to indicate official end date of project, should the external funding for this position no longer be available. This position also carries, in principle, no expectation of renewal. Any potential subsequent extension will be subject to the terms of the Organization’s Staff Manual, to satisfactory performance and to availability of funds.
Tests/interviews in connection to this selection procedure will take place approximately 2-4 weeks after the deadline for applications. INTRODUCTION OF THE POSTThe Regional Specialized Officer will be based in the Regional Bureau, Abidjan, within the Global Outreach and Regional Support (GORS) Directorate dedicated to regional coordination and NCB support under the framework of Project GEMINI. GORS helps strengthen the capability of police to conduct effective investigations and operations in the international domain, taking on a coordinated and supporting role to the NCBs and leading in establishing agreements between member countries and other international and regional organization. The Regional Specialized Officer will report to the Senior Project Manager of the GEMINI Project within GORS.
The post holder will support the Senior Project Manager with the promotion of deployment of INTERPOL Policing capabilities within the beneficiary countries supported by the Project, taking an active role in engaging National Central Bureaus (NCBs) and law enforcement authorities in the project’s activities. He/she will cooperate with INTERPOL internal units, international counterparts, and regional organizations to improve the NCBs' performance and INTERPOL policing capabilities inside and beyond the NCB. He/she will focus on promoting services and developing longstanding relationships with Project stakeholders and member countries.
The incumbent will provide up-to-date specialized knowledge and training and will cooperate with his/her technical counterparts in the Project and other partners to improve law enforcement agencies' support to policing capabilities. He/She will assume the responsibility for: The specific operational crime response, covering all aspects of day-to-day crime matters, and specifically counter-terrorism matters, relevant to the region. The general information related to law enforcement and crime combating in the region. Adequate support on a regional and national level. The post holder will take an active role in engaging law enforcement authorities in the Project GEMINI-related activities.
This is not a supervisory position, and issues related to the activities’ planning, deployment of staff, use of resources and budget expenditure are handled under the supervision of the Senior Project Manager. The incumbent will implement work and accomplishment of other tasks with minimal supervision in accordance with any instructions given. PRINCIPAL DUTIES1: Outreach and legal framework activtiesPerform outreach activities to support NCBs in promoting INTERPOL policing capabilities to various law enforcement agencies beyond NCBs (Immigration, customs, Gendarmerie, Counter Terrorism and other specialized units and agencies) and ensure their engagement in the project.
Provide guidance to Member Countries to enable law enforcement agencies realize the benefits of accessing INTERPOL products, tools, and services. Help NCBs possess the correct legal framework, policies, and documents to use INTERPOL services according to the INTERPOL Rules of Processing Data (RPD). Liaise and support NCBs to ensure the legal framework and policies to obtain the necessary documents to utilize INTERPOL services as per INTERPOL Rules of Processing Data (RPD). 2: Assess Member countries’ needs and levels of readiness, formulating and implementing responses Analyze the external project context, identifying the national challenges, gaps, and risks to the project.
Provide the Senior Project Manager with the risk assessment outcome to consider and address the challenges and risks. Prepare GAP/FIT studies and summary reports. Formulate comprehensive plans to address the identified needs and assist in developing, coordinating, and implementing them. 3: Organize and participate in meetings and/or conferencesRepresent the General Secretariat and GEMINI at meetings/conferences/operational activities/trainings. Coordinate, prepare and support all logistical aspects related to GEMINI operational activities, trainings, meetings and/or conferences carried out in the framework of the Project. Anticipate potential problems and recommend corrective action.
Draft final reports of the meeting/conference/training/operational activity including mission reports and any additional documents as necessary. Follow-up on action items following the meeting/conference. 4: Perform liaison activities with INTERPOL DIRECTORATES, REGIONAL BUREAUS (RBs), NCBs, national law enforcement agencies and regional / international organisationsLiaise with INTERPOL RBs, Liaison Offices, GORS Coordination Desks, and internal units in the organization as well as other international organizations with initiatives related to Project GEMINI implementation. Carry out liaison missions as required. Ensure the liaison between Project GEMINI and supported member countries. 5:
OtherCarry out all other duties as may be directed by the Senior Project Manager. RequirementsEducation and qualification required: Three-to-four years’ education at a university and other specialized higher education establishment within law enforcement domain. Experience required: At least three years in law enforcement or other security-related field. Ten years’ experience in the area is required if the post holder does not have the required level of education. Proven experience engaging with various types of law enforcement agencies, including decision-makers, preferably under the nexus of Counter-Terrorism. Experience with organizing and/or delivering activities.
Experience in international police co-operation or experience working in an international environment would be an asset. Skills RequiredFluency in English, Arabic, and French are required at intermediate level. An advanced level in Arabic and French would be a strong asset. Strong communication skills, both in written and oral form (public speaking and delivery of presentations). Experience in working with computers, including knowledge of oral presentation software, business intelligence, word processing software, and use of the Internet. Experience in preparing written documents, including reports and visual presentations. Independently analyze complex/large volume of material.
