Logistics Offshore Coordinator (F/M)

Contexte et environnement Undeveloped industry infrastructure in country, with no Deepwater experience nor regulation and high expectations from a potential Oil and Gas development. GranMorgu Project is the first offshore deepwater development Suriname. Offshore surveys (Geotechnical, Geophysical, Seismic, etc.) are planned in 2025+. Multi-Blocks Wells, Logistics Services and Rigs CFT’s in 2024/2026+ for all for Explorations & Appraisals on B64, B6&8 and B58 GranMorgu Development in parallel. Company Integrated Logistics Base settlement in Suriname to support multi-blocks Exploration & Appraisal on B64, B6&8 and B58 GranMorgu Development for TEPSR as Operator. Restart of Exploration Drilling Operations as from 2026 (Deepwater unexplored B64 areas, shallow water B6/8, unexplored B58 areas). Development Drilling for B58 as from 2026 (shallow to deep water) to meet FO 2028 target. Shore base settlement in country with maritime access constraints. Adapt the organization depending on the phase of the project and Affiliate’s activities (E&A, Development, Production). Fast track and changing process, high planning uncertainties. Location: offshore Paramaribo, Rotational 4 weeks /4 weeks rotation. Frequent contacts with Company’s staff, contractors, customs and officials. Activités Organize and coordinate Marine and Helicopters Logistics activities on Offshore Site in relationship with the various TEPSR entities and TEP SR Logistics Department, in compliance with budgets and in full respect of Company’s Health, Safety, Environmental Protection and Quality policies. Optimize and map daily (Kabal) the Logistics means on site to guarantee safety and efficiency (priorities and emergencies) of personnel transportation and cargo transportation (deck cargo and bulk cargo). Communicate the adequate level of gasoil and water on Offshore Site and ensure the efficient use of CCUs (Cargo Carrying Units) Communicate with the RSES of the Offshore Site and provide him/her logistics support. HSE: Deploy Company Safety culture on board the rig / Offshore Site with the support of TEPSR HSE Advisor offshore Enforce the safety culture of our contractors on site and ensure all activities are executed safely. Demonstrate personal commitment to the Company HSE Policy by maintaining awareness and ensuring compliance with all relevant statutory and company standards. Guarantee full enforcement of Logistics Company referential, procedures and related local regulations. Participate in elaboration of Contractor Bridging Document. Ensure such Bridging Document is fully implemented Conduct regular HSE briefings / meetings / inspections with contractors and personnel on site, and follow-up the corrective actions accordingly. Support emergency response and identify contingency plans are in place. In case of Medevac, he/she is the central point on site for the onshore logistics team. Check conformity of all lifting gears (in & out) in strict compliance with company rules. Coordinate monthly safety meetings. Initiate and supervise necessary management of change. Ensure hazardous materials and waste are managed in a safe and compliant manner in accordance with company waste and chemical management plans and local regulations. OPERATION:Marine As Logistics on Site Representative, he/she is in permanent contact with the onshore logistics team. Serve as the main point of contact Offshore for Vessels Masters and Helicopters pilots, and he/she has authority to manage all Logistics means of the Site Offshore. Coordinate all supply vessel movements Offshore in alignment with manifests, pre manifests, loading plans, and operational priorities, in close contact with the Head of Logistics Operations. Participate to the daily Logistics / Drilling meeting coordination, safety committee, Maintain permanent contact with site entities (Rigs Superintendents, RSES, Construction, Projects) to identify needs, priorities and emergencies, ensuring efficient loading/discharging operations of PSV and adherence to Vessel schedules (departure hours respected). Ensure accurate recording of backload equipment/materials (by contractors) onboard the vessel in KABAL for full traceability upon arrival at the TotalEnergies Logistics shore base. Prepare the pre manifests of materials/equipment at least 3 days before departure, update and communicate to Vessel Master, contractors and entities daily. Deliver final manifests to Vessel Master before vessel departure. Ensure that supply vessels are discharged and loaded in a professional and safely manner without useless standby to optimize the means. Make sure that all materials/equipment transported by supply vessels are distributed on the site according to the manifests established by the onshore logistics team. Ensure a standby vessel is available for offshore needs, particularly during helicopter operations, in compliance with company procedures. Track stock level of gasoil and water on the various supports and supply vessels are correctly followed up and communicated to Head of Log Ops in order to anticipate future needs. Track stock level of bulk on rigs and supply vessels, particularly the most critical for drilling/completion operations (barite, brine, NABM/WBM) are correctly followed up and alert the fluids Superintendent when foresees a potential shortage of supply. Helicopter Monitor daily helicopters activities in accordance with the manifests issued by Onshore Logistics Aero Coordinator and ensure that the schedules are respected in order to come back in the heliport before the limit hours. Ensure that the stock control of the Jet A1 by the team HLO of the site is optimal to avoid any shortage of stock if there is a refueling station onboard. If necessary, he/she advises Head of Operations and Onshore Logistics Aero Coordinator to ensure the on-site refueling of helicopters, Ensure helicopter Installations of the various supports are well maintained and in conformity with regulations (CAP 437 standards) as well for the secondary means (Movement indicators, weather stations, NDB) are in good condition and functional. General Prepare and submit a Daily Logistics Report to the Head of Logistics Operations and fill in the Weekly Logistics Report to the onshore logistics team. Guarantee the good implementation and application of the Company Rules and Logistics procedures. Profil du candidat Education: Engineering diploma or high school diploma. Professional experience: 5 years of experience in Logistics (operations and project) Technical competencies: Company HSE management system and Logistics HSE management rules Basic Lifting/handling and storage techniques Offshore, marine and helicopter operations Drilling operations and organization Company referential, processes and methods IT: Kabal (ex-Wellit) Logistics software Synergi Common computing tools/software (Microsoft Office including EXCEL, MS Project, internet, e-mail) Languages: Fluent in English, written and spoken. Dutch or French are a plus Interpersonal skills: Rigorous, organized, great adaptability, flexible, good reporting and common sense.
