clearance in country.Ensure adherence to all relevant quality standards.Ensure customs operational activities reach business (transit times), service & cost objective levels.Ensure legal compliance with customs regulations and review KPI on weekly basis, securing that appropriate corrective action is initiated.Work closely with senior management team of DHL Express and ensuring development both self and within the department.Actively lead, motivate, and engage people.Always ensure execution in the best interests of DHL customers and operational departments with DHL Express Network Ops and SMT.Effectively manage 3rd party provider staff and compliance as necessary.Execute effectively changes to legal compliance and keep strong relationships with authorities.Develop strong relationships with the customs authorities and country Operations Managers with a view to improve clearance capabilities and efficiencies.YOUR TASKS:Manage and develop all activities in Customs within DHLCommunicate and forward strategic and essential information to all employees.Adapt and develop the business within the frame of the ongoing changes in the rules and regulations of Moroccan customersAdvises customers on trade compliance to ensure that their shipments clear customs with minimum delays and that they are compliant with customs regulations and lawsProvide competitive clearance service that will give DHL’s customers a competitive advantage when they make use of DHL’s customs clearance servicesMaximise pre-clearance performance with the accurate and appropriate customer declaration.Provide market leading customs clearance service in accordance with customers’ requirement, without delay and any excess of Duty/Tax payment and compliant to local regulations.Customs and other government agenciesUnderstand and comply with the regulations and guidelines issued by the customs agency or other government agencies supervising import and export activities.Participate and support Customs & other government agencies in their compliance, control/intervention or education programs when appropriateHave a good understanding of DHL’s systems and capabilities and must be able to explain these capabilities and its limitations to the government agencies to ensure a good fit between these agencies’ requirements and DHL system and service capabilitiesGateways Manager, Head of operationsProvide management information and reports as required.Support to achieve Gateway Operations KPI with the most competitive customs clearance capabilityCustoms Officials, Other Regulatory Officials (Finance, Trade and Transportation), Airport Authorities, Ground Handling Agents, Airlines, Service ProvidersDevelop a strong relationship with Customs and other government agencies in order to position DHL as the “partner of choice” to facilitate compliant cross-border tradeImplement an efficient and compliant clearance procedure in accordance to the regulatory rules/policy, and achieve DHL service objectivesNegotiate with customs clearance officials to obtain consistent and transparent decisions on classification of goods, and duty and tax assessmentsDeals and negotiates with customs officials directly on difficult clearances to ensure that the shipments are released timely and in compliance to the local regulations and policies.Makes recommendations on improvements to clearance procedures and/or policies and to streamline these procedures to ensure that DHL and its customers’ will enjoy “market leading” customs clearance servicesDo the necessary follow ups with customs authorities to keep the DHL BOND relieved from Abandoned shipmentsRegional office operations, services & IT groupsDevelop and achieve the appropriate goals and KPI (e.g. COA, BOS, % Greater than 48 hours) in order to support the region’s mission, goals and objectivesImplement the approved standard clearance organization structure to support the global clearance processesImplement the regional customs clearance application to maximise the clearance efficiencyUse/develop Digi tools to automate internal processesGateway staff at all levelsWork closely with other gateway department heads to ensure the smooth alignment of the clearance processes and goals to the overall gateway objectives and processes.Work closely with GTW OPS management to smooth the clearance process and keep BOND tidy & organised in a way to deliver the best service to the customer.Sales & Commercial Group Continuously improve on the clearance process and procedures to ensure that DHL maintains a dominant position for market leading customs clearance services.Provide dedicated support for Key Accounts, including developing dedicated processing for the Key Accounts when necessaryCustoms Clearance ManagementEstablish efficient resource allocation in accordance with timing of data availability, shipment volumes, adequate staff skills levels and 3rd parties working hoursMonitor inbound and outbound shipment processing through the clearance process and ensures clearance is smooth and rapid – including customs, quarantine, censorship etc.Ensure the clearance process meets all legal and statutory requirementsEvaluate Customs Clearance procedures and methods to achieve optimum service and cost performance; participate in Gateway quality policy and initiatives e.g. ISO, GSOPPay and record customs duties / taxes in an accurate and timely manner.Control bonded areas and is responsible for managing clearance status of shipments held in bond for any reason.Liaise with DHL customers where paperwork and authorisation are required from them to expedite clearance of their shipments.Manages Customs Clearance Unit resources including cost and performance management.Analyse Customs Clearance performance and solve the problem and take corrective actions with relative parties for the most competitive Clearance Performance/CapabilityCustoms Clearance Team ManagementEnsure accurate preparation of Customs declarations and the timely lodgement of those declarationsReview the work of the team incorporating a risk management approachInitiate/drive team effort to ensure the attainment of both inbound and outbound shipment clearance, efficiently within clearance performance targets and transit time.Allocate clearance resources based on the timing of workload, shipment volume and 3rd parties’ working hour to provide the competitive DHL clearance service to customers.Analyse clearance performance and take the corrective action in co-operation with the relative parties (eg. Sales, Finance, CS etc).Identify the cost saving/efficiency opportunities within clearance activities/organisationTraining and CoachingProvide the team updates on DHL strategies and DHL Customs KPIs, including educating the staff on the rationale and formulation of these strategies/KPIs.Provide the periodical/ad-hoc training to develop a competitive and professional organisationEnsure the proper use DHL clearance application, including arranging training courses on the application People ManagementDevelop a high-performance service culture within the functional department. Plan, organize and direct and efficient and effective functional department.Develop IKOs/KPIs with team members and monitor individual performance.Consult/counsel employee during performance appraisal.Manage the allocation of appropriate resources and commitment of staff to the achievement of Global, Regional and Country objectives and targets.Identify training needs and opportunities to develop a highly skilled functional department.YOUR PROFILE :Educational QualificationsDegree (preferable)Customs Broker license (preferable)Expected years of experience5-7 years relevant experience of working with customs within transportation, logistics or import / export industry.3 years experience in a leadership roleA network of relationships with local authoritiesSkillsSoftware skills (Word, Excel, PowerPoint, etc.)Communication skills (English), spoken and written
