Job Description
Reporting directly to the General Manager, Offshore Procurement, Regional, the position-holder is to manage all procurement activities, particularly focusing on managing supplier relationships and ensuring the smooth execution of procurement of above scopes and in full compliance with the procurement framework and governing policies.Key Responsibilities Procurement ManagementDevelop and implement procurement strategies and plans.Manage and conduct supplier pre-qualification processes.Lead the Invitation to Tender (ITT) process, including preparation and issuance.Draft ITT and contract documentation.Draft and negotiate supply and installation contracts for various scopes, including General Procurement, Engineering Studies, Power System Studies, Site Surveys, and other offshore wind farm packages.Manage tender evaluations, lead negotiations, and prepare award recommendations.Provide procurement and contractual advice to the project management team.Oversee contract execution, supplier performance, and contract close-out processes.Actively contribute to the procurement organization and project team. Contract Management:Draft, review, and negotiate contracts with local and international contractors and suppliers.Monitor the development and status of ongoing contracts.Ensure contract documentation is accurate, up-to-date, and well maintained.Analyze contract requirements and provisions, including terms and conditions, to ensure compliance with applicable laws, localization regulations, and company policies.Negotiate contract terms with counterparties.Ensure timely approval and execution of contracts in line with project and company guidelines.Monitor contractor performance and maintain necessary records.Provide end-to-end contract management support, including drafting amendments, processing variation orders, and reviewing/approving payment applications.Coordinate with the finance team to ensure accurate billing and collection of contractual revenues. Regular updates to senior management on procurement progress, challenges, and recommendations for improvement Lead the preparation, revision, and presentation of IC (Investment Committee) documents, ensuring alignment with project goals and financial requirements Support procurement and localization activities in alignment with the Procurement StrategyKey Outcomes / ResultsContracting strategies to be approved, adopted and executed across the ProjectConduct and finalize the Procurement process, shortlisting, final negotiations and execution of the contracts according to the project procurement planManage all aspects of the deliverables after contract award, including monitoring of key dates, invoices and supplier performanceMonthly reporting on Procurement activitiesSupport in gathering CAPEX and OPEX data for tender preparationsExecute Contracting strategy according to tender requirements for compliance to Local content requirements and bid submission commitmentsPre-requisitesBachelor’s degree in Supply Chain Management, Engineering, Business Administration, or a related field.Minimum of 8 years of procurement experience, with at least 4 years in offshore wind or renewable energy projects.Proven track record in managing ITT and RFQ processes for complex engineering or construction projects.Knowledge of main OWF contracts (FIDIC, BIMCO, LOGIC)Strong understanding of offshore wind subpackage components and related procurement needs.Project Management skillsStrong communication and negotiation skillsAnalytical skills with experience in data analysis and reportingStrong organisational and time-management skillsAttention to details and problem-solving abilityAre you ready to engineer a greener future?
