DescriptionManages and executes complex activities in an assigned organizational unit and manages assigned staff and consultants. This position will combine advanced technical expertise with proven leadership in managing Geographic Information Systems (GIS) and data analytics to support travel demand modeling, transit planning, operations, and capital programs. Will manage project and contracts, staff, and cross-team coordination to ensure high-quality deliverables, effective use of resources, and data-driven decision-making across the agency.Examples of DutiesConducts and manages complex planning, implementation, funding, and analytical projects and programsMay manage staff, consultants, and/or projectsApplies, develops, and evaluates analytical, quantitative, and statistical tools and their resultsParticipates in analyzing, developing, and recommending program guidelines, strategies, policies, and proceduresNegotiates and executes cooperative agreements and Memorandums of Understanding (MOUs) with various agenciesDevelops and negotiates scopes of work, supports the solicitation process, and participates on negotiation teams with contractors/consultantsManages vendor performance against agreed contracts to ensure completion of projects within scope, on-time, and within budget for the assigned business unitDevelops and monitors forecasts, impacts, and budgets for plans, programs and projectsPrepares comprehensive reports, correspondence, and presentationsMakes presentations to internal/external stakeholdersParticipates on/with special task forces, committees, panels, transportation forums, and peer groupsProvides technical and policy guidance on Metro plans, programs, and projectsEvaluates the costs, benefits, and risks of alternative funding plans, programs, and projectsCommunicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employeesContributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried outMinimum QualificationsMay be required to perform other related job dutiesRequiredA combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. A typical combination includes:EducationBachelor's Degree in Urban or Transportation Planning, Engineering (Civil, Transportation, Structural, Industrial, Mechanical, Architecture, etc.), Business, Public Administration, Political Science, Urban Design, Public Policy, Economics, or a related field; Master's Degree in a related field preferredExperienceSix years of relevant experience or three years of relevant supervisory-level experience in transportation planning, project management, urban design, transportation system design and research, travel simulation and demand modeling, transportation finance, operations planning, or other related area; some positions in this class may require specialized experience in area of assignment. Certifications/Licenses/Special RequirementsA valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functionsPreferred QualificationsPreferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. In addition, applicants who possess these PQs will not automatically be selected.The Following Are The Preferred QualificationsExperience managing consultant teams and contracts for Geographic Information Systems (GIS) and data analytics projects, including oversight of web applications and dashboard development to support transit planning, operations, and performance monitoring. Experience leading advanced GIS analysis and developing maps and dashboards (e.g., ArcGIS Online (AGOL), ArcGIS Dashboards) to support strategic transit planning, operations, and capital programs. Experience managing, analyzing, and interpreting spatial datasets related to transit networks, ridership, service coverage, and demographics to inform data-driven planning and operational decisions. Experience leveraging large transportation datasets (“big data”) for model calibration and validation, and developing GIS-based visualizations (e.g., Power BI) to communicate findings to technical and non-technical audiences. Experience utilizing Python, R, Geographic Information System Developer's Kit (GISDK), ModelBuilder, or similar tools to automate GIS and modeling workflows, integrate GIS with travel demand modeling, improve analytical efficiency, and ensure data integrity and reproducibility; familiarity with key datasets such as General Transit Feed Specification (GTFS), U.S. Census, and transit surveys.
