Reports to: Monitoring and Evaluation ManagerLocation: Cairo, EgyptContract Type: Full-timeDepartment: Humanitarian Department  About EtijahYouth and Development Consultancy Institute – Etijah is an Egyptian NGO working in the development field since 2006 as specialized in developing, improving and disseminating development methodologies in the field of youth and community development. Etijah works on projects in different areas such as: Health, Entrepreneurship and Employment, Education, Community Participation, and finally Women Empowerment, with many international donors such as: UNFPA, UN WOMEN, AMIDEAST, GIZ, USAID, the British Council, UNDP, Canada Fund for Local Initiatives (CFLI), as well as governmental bodies such as the Ministry of Youth and Sports and the National Council of Women.Project Background:The Safe Spaces Project for Gender-Based Violence (GBV) Prevention and Response was established to address the increasing protection risks faced by refugee and asylum-seeking women and girls in urban Egypt, particularly in densely populated areas such as Cairo and Alexandria. Prolonged displacement, conflict, and economic hardship have heightened exposure to GBV, social isolation, and limited access to reliable protection and support services. Newly arrived refugees—especially Sudanese women and adolescent girls—often encounter additional barriers including lack of information, stigma, and fear of seeking assistance.In this context, the project provides integrated GBV prevention and response services through safe, accessible, and women-friendly spaces that serve as trusted entry points for confidential support, psychosocial services, referrals, and community engagement activities. The intervention follows a survivor-centered and community-based approach aligned with international GBV standards, prioritizing safety, dignity, and informed consent. By combining case management, psychosocial support, and awareness-raising initiatives, the Safe Spaces Project aims to strengthen protective environments, enhance access to quality services, and promote safer and more supportive communities for refugee and vulnerable women and girls.Duties and ResponsibilitiesUnder the supervision of the MEAL manager, the MEAL Officer will work on a range of projects including but not limited to:Developing project-level Theories of Change, Results Frameworks, and related MEAL system tools and components.Supervise monitoring and evaluation initiatives for assigned programs including monitoring data quality and tracking the progress of the program.Coordinate the needs assessments and baseline surveys/data collection.Maintain the performance of existing management information systems and help identify potential modifications or resources.Work closely in the verification process with high-quality performancePrepare performance monitoring plans, including developing and defining program indicators and sources of data, as well as annual reports and other program documents.Design, review and test monitoring and evaluation tools for reporting formats and data collection.Assist in developing and strengthening monitoring and evaluation procedures and methods for the assigned programs.Establish constant communication with all channels to ensure awareness of updates about program changes and progress, support management in strategies and increase program performances and results.Periodically follow up on program performances and update the identified key indicators documents with achievements.Monitor identified key performance indicators against actual achievements.Coordinate the implementation of periodic feedback procedures for the programs.Organize, document and capture program progress properly.Create and implement program cycle evaluation reports.Designing and Implementation of quantitative and qualitative data collection such as surveys, focus group discussion, one to one interview…Prepare periodical (weekly, monthly, quarterly, annually) quantitative and qualitative reports.Promoting knowledge management and collaborative learning processes at the project, program and institutional levels, generate strong evidence for projects and programmatic learning that drive corrective actions and decision-making.Support the MEAL Manager in departmental and organizational initiatives.Provide technical support into MEAL operation manuals to ensure that they are complete, up-to-date, high quality, and contain tools, data flow maps, and analysis plans that address all information needed for program quality and donor reportingFacilitate learning-to-action events and reflection sessions to systematically analyze data for programmatic use, and to document and incorporate lessons learned into program design and implementationRequired Skills and Experience (Qualifications):Degree in Social Sciences, Development Studies, Statistics, Management, or other related fields.5 to 7 years in the development field.At least 4 years of working experience in MEAL or other related fields.Strong written and verbal communication skills in English and Arabic.Excellent reporting skills.Experience in database development/management, Excel, and skills in analyzing, interpreting and communicating information to various stakeholdersExperience in conducting quantitative and qualitative assessments and surveys (including sound understanding of sampling issues)Proven problem-solving skills and ability to provide practical solutions to operational challenges.Ability to work effectively with diverse teams while maintaining a high level of focus and attention to details.Flexibility to work both in a team andCultural sensitivity, patience, and flexibilityDemonstrated personal accountability and driven to serveAbility to frequently travel to the governorates covered by the projects.Etijah is an equal opportunity employer.
