Network PMO Manager

We thank you for your interest in Ooredoo Tunisia's job offers!Department: Technology / PMOReports to: PMO DirectorYou will be responsible for managing the portfolio of Strategic Network Projects (Access, Transport, Core) of the Technology Division, ensuring coordination of interdependencies, adherence to the Master Plan timelines, inter-project risk management, and reporting based on defined KPIs, as follows: Definition of Technical Project Phases: Develop general technical specifications for the Technology Division’s project portfolio. Assess interactions between the various projects and consolidate/validate project plans.

Establish the Master Plan for the project portfolio and formalize milestones and deadlines with sponsors and directors. Evaluate project risks, propose corrective action plans, and ensure their implementation within agreed deadlines. Monitor CAPEX and OPEX variances across projects and ensure compliance with allocated budgets. Defend and validate additional budget requirements with directors. Define KPIs and performance metrics to be used in project reporting. Project Management, Monitoring, and Coordination: Implement project structures and operating rules (methods, management tools, KPIs. . . ). Manage changes in project scopes or priorities, and ensure their implementation at minimal technical, operational, and financial cost.

Define, with project teams, objectives and delivery deadlines (applications, modules, specific developments. . . ). Lead and track project progress (dashboard creation, KPI selection, steering committee planning. . . ). Organize and lead steering committees (COPIL) with decision-makers, and request arbitration decisions across projects (prioritization, resource reallocation, budget adjustments…). Supervise and coordinate the work of all internal stakeholders within the Technology Division, the Marketing Division, the Finance Department, and/or external partners. Ensure communication with clients and stakeholders. Identify, anticipate, and address project risks. Ensure proper implementation of corrective actions. Team Management: Ensure team members' commitment, motivation, and engagement.

Define team objectives and measure individual performance. Formalize missions and deadlines with team members. Communicate and explain decisions to team members and implement the appropriate actions. Break down the Master Plan and validate macro planning with the various teams. Plan and assign tasks and operations among team members. Reporting & Dashboard: Analyze statistical indicators. Provide KPI reporting for the various projects within the portfolio. Prepare analysis and summary reports based on collected information. Provide regular reporting on risks and corrective action plans. Profile: Master’s degree or Engineering school graduate (specializing in Telecom, IT, Networks, or related fields).

Proven track record and experience as a Manager / PMO Expert in the Telco industry. Bilingual (French/English), with excellent written and verbal communication skills in English.
