PMO Process & Governance Manager (EVM & Cost Control Focus)

Role Summary / Vision:This role is responsible for designing, standardizing, and enforcing the policies that govern how projects are planned, tracked, and audited through Earned Value Management (EVM) using Microsoft Project Server in order to professionalize our project cost tracking and performance management.If you are an experienced PM leader who thrives on building robust process frameworks, implementing cost governance, and driving organizational compliance — this role is for you.Key Responsibilities:1. Process Design & Standardization Develop and mandate standard Work Breakdown Structure (WBS) templates across all Enterprise Solutions projects.Define clear process documentation for planning, baselining, and progress measurement.Align BU practices with corporate PMO standards and ensure audit-readiness.2. EVM Methodology Define, document, and maintain all standard EVM measurement techniques (e.g., 0/100, 50/50, etc.) and ensure consistent implementation.Train and support Project Managers in establishing cost and schedule baselines, progress measurement, and variance analysis.Integrate EVM dashboards and reports into the corporate PMO reporting suite for consolidated visibility.3. Auditing & Enforcement Conduct mandatory weekly and monthly project audits to verify that PMs are reconciling timesheets with project schedules.Identify and document variance trends (CPI, SPI, cost, and schedule deviations).Report non-compliance or systemic gaps to the PMO Director / VP Governance & Strategy with corrective action recommendations.Drive closure of audit findings and ensure continuous improvement in compliance rates.4. PM Coaching & SupportMentor and coach Project Managers on governance, schedule fidelity, earned value analysis, and variance root-cause identification.Provide on-the-job training in EVM and project cost control fundamentals.Support new PMs in onboarding to PMO standards, templates, and reporting protocols.5. Performance Analytics & Cost ControlPartner with Finance to align cost structures, budgets, and forecasts with EVM baselines.Track and report BU project portfolio cost performance using CPI/SPI metrics.Provide early warning insights to BU leadership on trends, risks, and cost exposure.Contribute to governance boards with performance summaries and improvement plans.Interfaces:Delivery Project Managers (advisory, no direct reporting line)BU Head & Delivery DirectorsCorporate PMO and Finance teamsStrategy, Internal Audit, and QAQualifications & Experience:Bachelor’s degree in Engineering, Computer Science, or Business.PMP or equivalent certification.8+ years in project governance, PMO operations, or cost control in a software or enterprise solutions environment.Proven expertise in EVM implementation, WBS design, and project cost performance analysis.Strong command of Microsoft Project Server, EPM tools, and Power BI or equivalent analytics platforms.Experience conducting project audits and enforcing governance frameworks.Competencies:Governance & Compliance MindsetAnalytical & Financial AcumenProcess Orientation & Attention to DetailInfluencing Without AuthorityCoaching & Continuous Improvement
