Procurement Manager – Oil & Gas DivisionLocation: Basra, IraqCompany: Basrah Mas CompanyReports To: Executive DirectorRole Summary:Basrah Mas Company is seeking an experienced Procurement Manager to lead and manage all company-wide procurement and contracting functions within our Oil & Gas Division. The ideal candidate will have extensive experience in strategic sourcing, supplier management, and procurement operations, along with strong knowledge of API and ISO standards relevant to vendor qualification and material compliance. This role supports the company's projects, operations, and supply activities, ensuring all materials, equipment, and services are sourced efficiently, cost-effectively, and in full compliance with quality, HSE, and regulatory requirements.Key Responsibilities:Develop and implement company-wide procurement strategies, policies, and systems aligned with Basrah Mas's operational goals.Ensure full compliance with API, ISO, HSE, and company quality standards across all procurement processes and internal operations.Promote continuous improvement, transparency, and governance within the procurement function.Manage supplier qualification, performance evaluation, and compliance audits, ensuring the Approved Vendor List (AVL) is regularly updated and maintained.Conduct vendor assessments and audits to verify supplier compliance with API, ISO, and Basrah Mas quality requirements before approval or engagement.Lead RFQ/tendering, bid evaluation, and contract negotiation to achieve best value and reliability.Oversee purchasing, expediting, import/export, and customs operations to ensure timely and compliant material delivery.Coordinate with engineering, finance, and operations teams to align procurement plans with technical, schedule, and budget requirements.Monitor supplier KPIs and implement corrective actions to maintain performance standards.Identify and mitigate supply chain risks to ensure business continuity and operational readiness.Lead, mentor, and develop the Procurement and Supply Chain team, promoting accountability and efficiency.Conduct market analysis and benchmarking to identify new suppliers, technologies, and cost-saving opportunities.Prepare procurement performance reports, cost analyses, and risk assessments for senior management.Represent Basrah Mas in supplier meetings, audits, and partnership discussions, upholding company values and interests.Qualifications:Bachelor's degree in Supply Chain Management, Engineering, or Business Administration.Professional certifications such as CIPS, CPSM, or PMP are preferred.Minimum 10 years of experience in procurement and contracts management within the Oil & Gas or industrial services sectors.At least 5 years in a managerial role, overseeing multi-project or corporate-level procurement operations.Proven expertise in vendor qualification, supplier audits, and API/ISO compliance.Strong understanding of international trade, logistics, and customs procedures in Iraq or the Middle East.Proficiency in ERP systems (SAP, Oracle, or similar) and MS Office Suite.Excellent leadership, analytical, and negotiation skills.Fluent in English; Arabic language proficiency is an advantage.Interested candidates are invited to apply at:📧 career@basrah-mas.comPlease include 'Procurement Manager – Oil & Gas Division' in the subject line.
