Overview: The Program Manager will be responsible for the overall strategic planning, execution, and successful delivery of a large-scale Enterprise Case Management (ECM) solution for a prominent Public Sector Entity. This role demands exceptional leadership to oversee all program phases, manage complex cross-functional teams (including primary technology vendors, COTS platform providers, and internal client stakeholders), ensure strategic alignment with the client's mission-critical objectives, and drive the program to achieve its defined outcomes within stringent scope, budget, and timeline constraints. This is a high-visibility role requiring a blend of strategic vision and hands-on program governance. Key Responsibilities:Strategic Leadership & Governance: Provide overarching strategic leadership and oversight for the entire ECM program, ensuring all project phases (infrastructure build, COTS platform deployment, pilot onboarding, phased departmental rollouts) are executed effectively and align with the client's digital transformation agenda and public safety excellence vision.Program Planning & Management: Develop and meticulously manage the comprehensive program plan, including detailed scope definition, integrated master schedule, budget allocation and tracking, resource planning across multiple organizations, and robust risk management strategies. Proactively identify, assess, and mitigate program-level risks and dependencies.Executive Stakeholder Management: Act as the primary point of contact for all program-related communications with executive leadership from the Client Organization, the primary technology vendor, and the COTS platform provider. Manage stakeholder expectations, foster strong collaborative relationships, and navigate complex organizational dynamics.Cross-Functional Team Leadership: Lead and mentor a diverse team of project managers, technical leads, and subject matter experts from various organizations, ensuring clear communication, accountability, and seamless coordination across workstreams.Vendor & Contract Management: Oversee the performance of all third-party vendors and partners, ensuring adherence to contractual agreements, service level agreements (SLAs), and the terms and conditions outlined in the project proposal. Manage change orders and scope variations effectively.Financial Oversight: Maintain strict financial control over the program budget, including forecasting, tracking expenditures, and ensuring cost-effectiveness across all activities.Quality Assurance & Compliance: Ensure that all deliverables meet high-quality standards, technical specifications, and regulatory compliance requirements relevant to public sector operations (e.g.., data privacy, security frameworks).Reporting & Communication: Establish and maintain robust reporting mechanisms to provide transparent and timely updates on program status, key milestones, financial performance, and critical issues to all relevant stakeholders. Facilitate regular program review meetings.Issue & Conflict Resolution: Proactively identify and resolve high-level impediments, conflicts, and interdependencies that may impact program progress, escalating to executive sponsors when necessary.Post-Implementation Strategy: Work with the client to define and plan for post-implementation operational support, continuous improvement, and future innovation roadmaps. Required Technical Capabilities:Enterprise Architecture Understanding: Strong understanding of large-scale, complex IT infrastructure and enterprise software implementation projects, including distributed systems, microservices architectures, and cloud/hybrid deployment models.Integration & Data Management: Familiarity with complex system integration patterns, data migration challenges, and data governance principles in a mission-critical environment.Security & Compliance: Deep appreciation for enterprise-grade security frameworks, data protection regulations, and compliance requirements in the public sector.Methodology Expertise: Proficient in various project and program management methodologies (e.g., Agile, Waterfall, Hybrid, SAFe) and able to adapt approaches based on project needs.Technical Acumen: Ability to understand and articulate the technical aspects of the proposed solution, including containerization (Kubernetes), AI capabilities, and advanced security frameworks, to both technical and non-technical audiences. Required Experience & Skills:Minimum of 12+ years of progressive experience in program or senior project management, with at least 5 years managing programs of significant scale and complexity (e.g., budgets exceeding $20M, multi-year duration).Proven track record of successfully delivering complex enterprise-level software solutions and digital transformation initiatives, preferably in large government or public sector organizations.Extensive experience managing multi-vendor projects and international, geographically dispersed teams.Prior experience in public safety, law enforcement, or defence technology projects is highly desirable.Demonstrated experience in organizational change management within large, complex entities.Fluency in English and Arabic — reading, writing, and speaking — is mandatory for this role. Desired Qualifications:PMP (Project Management Professional), PgMP (Program Management Professional), or equivalent certification.Master’s degree in Business Administration, Information Technology, or a related engineering field.Experience with specific public sector procurement and contracting processes.
