The organization prioritizes impactful, inclusive, and community-driven initiatives.Position: Program Officers [5] – Humanitarian InterventionLocation: ASAL Counties (e.g., Garissa, Wajir, Mandera, Turkana, Marsabit, Samburu, Isiolo, Tana River, Kilifi, Kwale)Employment Type: Full-TimeReports To: Program Manager – Humanitarian ResponseKenya’s Arid and Semi-Arid Lands (ASAL) face recurrent drought, food insecurity, climate shocks, conflict, displacement, and limited access to essential services. These vulnerabilities disproportionately affect women, children, persons with disabilities, and marginalized communities.The Humanitarian Intervention Program is designed to respond to immediate humanitarian needs while strengthening community resilience and sustainable recovery systems. The program aligns with national and global humanitarian frameworks including:The Kenya ASAL Development StrategySustainable Development Goals (SDGs)The Sendai Framework for Disaster Risk ReductionSPHERE Standards and Core Humanitarian Standards (CHS)Program ObjectiveThe overall objective of the Humanitarian Intervention Program is to:Save lives and alleviate suffering during emergencies through timely, accountable, and needs-based assistance.Enhance food security, livelihoods, and resilience among vulnerable households.Improve access to essential services including WASH, health, nutrition, and protection.Strengthen community-based disaster preparedness and early warning systems.Promote inclusive, gender-sensitive, and protection-centered programming.Position OverviewWe are seeking experienced and committed Program Officers to support the planning, coordination, implementation, monitoring, and reporting of humanitarian and resilience-building interventions across ASAL counties.The role requires strong field presence, community engagement, coordination with county governments and partners, and strict adherence to humanitarian principles and donor compliance standards.Key ResponsibilitiesSupport needs assessments, baseline surveys, and rapid response assessments.Coordinate implementation of sectoral interventions (Food Security & Livelihoods, WASH, Health & Nutrition, Protection).Facilitate beneficiary targeting and community mobilization processes.Monitor project performance against indicators and donor requirements.Prepare timely field reports, situation updates, and donor reports.Ensure accountability mechanisms and feedback systems are functional.Promote safeguarding, PSEA, gender equality, and inclusion across activities.Strengthen collaboration with county government departments, community leaders, and implementing partners.Support capacity building of community structures and local partners.Qualifications & ExperienceMinimum Requirements:✔ Bachelor’s Degree OR Diploma in Development Studies, Humanitarian Studies, Project Management, Agriculture, Public Health, Environmental Studies, Social Sciences, or related field.✔ Minimum 3–5 years’ experience in humanitarian or resilience programming, preferably in ASAL or emergency contexts.✔ Demonstrated experience in community-based programming and participatory approaches.✔ Strong understanding of SPHERE Standards, CHS, Do No Harm, and Protection Principles.✔ Experience in Monitoring, Evaluation, Accountability & Learning (MEAL).✔ Strong report writing and documentation skills.✔ Ability to work in hardship and remote environments.✔ Fluency in English and Kiswahili; knowledge of local languages (Somali, Borana, Turkana, etc.) is an asset.Added Advantage: Master’s degree in relevant field Experience with major donors (USAID, ECHO, FCDO, UN Agencies) Training in Disaster Risk Reduction (DRR), Climate Adaptation, or Conflict SensitivityCore CompetenciesAnalytical and problem-solving skillsStrong coordination and stakeholder engagement abilityCultural sensitivity and respect for diversityHigh integrity and commitment to humanitarian ethicsResilience and adaptability in dynamic environmentsHow to ApplyInterested candidates should submit:Updated CV (maximum 3 pages)Cover Letter detailing relevant experienceCopies of academic and professional certificatesEmail: HR@HRRNETWORK.ORGSubject Line: Program Officer – ASAL Humanitarian Program📅 Application Deadline: 30/3/26
