The Homestead Project for Street Children Programme Manager - LaunchPad CYCC and Yizani DIC at The HomesteadDeadline:28 November 2025 Region:Cape Town Salary:Will be disclosed at an interview Type of employment:Full time Job DescriptionThe Homestead seeks to appoint a Programme Manager, a senior role reporting directly to the Executive Director. This position aims to manage and develop our LaunchPad Child and Youth Care Centre for 25 young men aged between 15 and 21 in Observatory and manage operations at the centre, including developing, managing, and empowering professional staff, its programmes, facilities, and youth. The incumbent will also manage our Drop-in Centre based in Woodstock.Roles and ResponsibilitiesEnsure all youth receive developmental programmes which include school enrolments, life skills, and sporting and recreational activities. Coordinate the monthly procurement process with relevant administrative and procurement staff.Advanced computer skills with the ability to write reports, facilitate evidence-based work, use monitoring and evaluation systems, and full use of the MS Office Suite.Monitor, manage and oversee the use of vehicles and ensure vehicles are available for use when required, this includes coordinating vehicle repairs, service, and licensing timeously.Assists, as required on all maintenance issues and obtains quotes for anything needing replacement.Conducts health and safety inspections to identify health hazards, repairs and maintenance needs of the centre.Supervise youth placements and Social Work interventions including therapeutic development and/or care programmes and liaise with relevant authorities for external supervision and reporting of incidentsBuild networks with stakeholders to add value to the programmes and operations of the CentresRequirements (DIC Management - Yizani): Manage and oversee operations of the PEI programme at the Yizani Drop-in Centre in Woodstock to ensure Drop-in Centre basic needs services are implemented as per the norms and standards (provision of food, school attendance support, assistance with personal hygiene and laundry services)Manage Social Worker and staff to ensure all life skills programmes, therapeutic support, family preservation services, group work, holiday programmes, school support and recreational activities are facilitated as per quarterly and annual targetsCompliance:Ensure the professional staff remains compliant with all policy and legislative developmentEnsure all professional staff are registered and maintain their annual SACSSP registration Ensure DSD quality assurance audits and reports are completed and recommendations implemented for all projects registered with DSD.Ensure all projects, interventions, and youth care are in line with the Children’s Act and regulations as amended. Team Leadership and Reporting:Provide leadership, mentorship, and guidance to staff members, fostering a positive and collaborative work environment. Encourage professional growth and development among team members to enhance their capabilities.Write and submit accurate monthly progress reports to the Director Write and submit accurate quarterly progress reports and registers for DSDRefer children to statutory services and other external resources when necessary.Establish and maintain partnerships with relevant stakeholdersParticipate in monthly manager's meetingsSupport the staff concerning the programme delivery challenges by troubleshooting, providing solutions and responding to emergenciesResponsible for creating a safe, nurturing and trusting environment for the children at the DIC through, being non-judgmental, open communication, and showing care and concernResponsible for ensuring a high standard of care and protection of children’s rights as stipulated in the Children’s Act, the UN Rights of the Child and other relevant legislationManage the Programme Coordinator, and ensure that orders are placed within the operations budget for all required groceries, hygiene products, school uniforms, cleaning materials and stationeryEnsure the DICs have enough materials and equipment for effective functioning and adequately meet the needs of the childrenResponsible for all the maintenance of the centres to ensure everything is in working orderInvolved in ad-hoc duties such as organising camps, holiday programmes, liaising with the public etc. Qualifications And RequirementsSocial Work Degree with at least 5 years of post-qualification experience and registration with the SACSSP for 2024High-energy individual with a drive for detail, reliable, and able to work independently in the field and motivate a team. Minimum of 3 years of management experience; 5 years experience in the NPO sectorExperience working within a residential care facility would be advantageousDrivers License, compulsoryExperience with disciplinary action; financial management; people management; operations managementPersonal circumstances must allow the candidate to be on call and assist with matters after normal working hours and on weekendsExperience with therapeutic interventions and therapeutic processesFluency in English as well as either Afrikaans or isiXhosaAbility to see opportunity in adversityStrong leadership skillsProactive problem solverStrong verbal and written skills in EnglishWillingness to complete a pre-employment polygraph examination and undergo in-depth reference and psychometric checksWillingness to undergo screening to confirm that your name does not appear on the Child Protection register and that there is no reason why you cannot work with children Comprehensive understanding of Child and Youth Care Centre Norms and Standards and relevant sections of the Children’s Act, including maintaining and being accountable for statutory placements.
