Duties and responsibilities performed, and recommendations and decisions made, are based upon practical field experience, as well as knowledge and application of professional engineering theory, formula, or precedent.
Participates in all activities and operations requiring professional expertise and training in specific fields of engineering. Project Planning. Reviews and makes recommendations on, or provides oversight of the review of, contract drawings and specifications, design analysis, and proposed sites to determine adequacy of sites and proposed construction features, general requirements and special conditions, specialized equipment and testing requirements, realistic construction performance periods, and the type and number of personnel to be assigned to each phase of the projects. Performs, or directs performance of, Biddability/Constructability/Operability/Environmental (BCOE) and Backcheck Reviews.
Performs extensive reviews prior to award of a contract to ensure that all field conditions have been considered, including coordination of any government-furnished equipment/materials, that all identifiable discrepancies between the plans and specifications are resolved, and that the system designed is the most practical and efficient available. Project Direction. Directs, and/or personally conducts, 3-Phase Quality Assurance Inspections of work placement at field sites to ensure proper Quality Control planning, progress, workmanship, and condition of materials, with attention to placement quality and safety. Resolves construction-related problems at the field sites, or as directed by the Resident Engineer.
Conducts special investigations concerning all phases of the contractors' project management. Requires sound professional engineering judgment, analyses and determinations. Preparation of Periodic and Special Reports. Consolidates reports reflecting progress, problem areas, and anticipated completion dates. For U. S. funded projects, reviews contractor submitted partial/final payment requests, verifies activity or line item percentages of work complete in accordance with contract requirements, and makes recommendations to the Resident Engineer regarding percent of payment. Liaison Responsibilities. Maintains regular communication and provides coordination with Using Agencies, Customers, Installation Engineers and base support personnel, and Government of Japan personnel to coordinate work progress.
Represents the Resident Engineer in meetings on the overall construction program, as required. Prepares for and conducts project briefings and tours for visiting dignitaries. Personnel Functions. Serves as team member for the engineers, construction representatives, and technicians in the Resident Office, including Master Labor Contract Japanese employees. As a senior Project Engineer, assigns projects/functional areas in accordance with established work schedules and priorities, reviews results in light of overall goals and objectives, and provides input on the performance of team members.
Resolves informal complaints from team members, advises team members regarding performance, behavior, work-related problems, and advises the Resident Engineer accordingly. Army Corps of Engineers (USACE) employees eligible for non-competitive reassignment (lateral movement only) to a GS-12 level. Eligible applicants must currently hold, or have previously held a GS-12 for this position or higher, with similar responsibilities as described above in the Specific Duties section.

Requires 15% Temporary Duty (TDY). Financial Statement: OGE 450. Overseas allowances may be authorized in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400. 25 volume 1250. The initial length of this overseas tour is 36 months.
