Result of ServiceContributing to the efficient implementation of the project “Agreements, processes, and tools to move towards a climate-resilient society in El Salvador” by executing the tasks outlined in the Term of Reference. Specific tasks and responsibilities The Project Integration specialist consultant will contribute to the effective implementation of the project by performing the following tasks: Outcome 3.1: Adaptation planning governance and institutional coordination strengthened: Output 3.1.3. Country ownership and technical capacities strengthened to lead the NAP process; Output 3.1.4. Monitoring and reporting system established for the adaptation national priorities; Output 3.1.5. Learnings from the NAP process adequately collected, stored and shared. Activity 1.1: Partner with the National Project Coordinator to develop and refine project work plans, optimize budget allocation, streamline procurement strategies, and generate detailed progress analyses to meet project milestones efficiently. Activity 1.2: Monitor progress of project activities and identify corrective measures to overcome operational constraints. Activity 1.3: Contribute to the preparation, monitoring, evaluation of compliance of the Procurement Plan, Implementation Plan, and the project budget. Activity 1.4: Provide technical expertise to generate relevant communication inputs on the NAP portfolio websites, as well as to prepare, publish and disseminate relevant policy and climate change adaptation documents. Activity 1.5: Contribute with the financial Management and monitoring of the Project Cooperation Agreement (PCA) with the Fundación Iris de Centroamérica. Responsibility: The consultant, working closely with the National Project Coordinator, will engage with key national and international stakeholders—such as executing entities, civil society organizations, and private sector partners—to design and enhance project activities, ensuring alignment with budgetary constraints and project timelines. The consultant will develop strategic materials and maintain direct coordination with government leadership to facilitate the successful execution of project activities. They will oversee project documentation and manage critical processes to ensure the timely and efficient achievement of project milestones. Outcome 3.2 Evidence basis produced to design adaptation solutions for maximum impact: Output 3.2.1. Understanding of risks and impacts related to climate change increased, both at the sectoral and subnational levels; Output 3.2.2 Set of nationally agreed adaptation strategies to reach adaptation objectives; Output 3.2.3. National Adaptation Plan and prioritized thematic adaptation plans produced; Output 3.2.4 Mainstreaming adaptation at sectoral and subnational levels. Activity 2.1: Provide guidance and expertise in the process of developing terms of reference, recruitment and hiring of individual consultants, consultancy firms and procurement of goods and services carried out in accordance with the project proposal, and the procedures of UNEP; and monitor their work and deliverables, in coordination with MARN. Activity 2.2: Provide technical expertise and advice of Project Steering Committee and other relevant meetings, workshops, training, consultations and communications efforts (as necessary). Activity 2.3: Provide technical expertise to field missions for the dissemination of relevant information on climate change adaptation. Activity 2.4: Collaborate with the PMU in identifying opportunities for mainstreaming adaptation planning at the municipal level. Responsibility: The consultant, in collaboration with the Regional Subprogramme Coordinator for the Climate Change Unit in UNEP LACO and the National Project Coordinator, will contribute to the development and implementation of project activities, including the coordination and facilitation of national, regional, and local meetings, as well as the development of technical presentations to advise project planning, information synthesis, and strategic outreach efforts. This will promote the project’s objectives and ensure streamlined execution of all recruitment processes. Outcome 3.3 Private sector engagement in adaptation catalyzed: Output 3.3.1 Tools created and capacities strengthened to foster climate-resilient decisions into private sector business models; Output 3.3.2 An enabling environment for the participation of the private sector in the implementation, monitoring and financing of adaptation strategies is fostered. Activity 3.1: Provide guidance to the PMU in identifying opportunities for private sector stakeholders in each of the four zones of the country. Activity 3.2: Conduct the aligning of the strategic long-term vision of climate change adaptation for private sector. Activity 3.3: Handle framework indicators and monitor risks for private sector. Responsibility: The consultant, in collaboration with the Regional Subprogramme Coordinator for the Climate Change Unit in UNEP LACO and the National Project Coordinator, will collaborate on the coordination and development of participatory events with the private sector and its results. The consultant is therefore expected to collaborate in the identification of lessons learned with private sector. Outcome 3.4 Adaptation finance increased: Output 3.4.1 Sources, mechanisms and operational steps are identified to mobilize financial resources for national adaptation priorities. Activity 4.1: Conduct the collection of information for determining financing options, sources and mechanisms for the implementation of the NAP and the thematic plans. Activity 4.2: Collaborate with the PMU in preparing the financial strategy of NAP and thematic plans. Responsibility: The consultant, in collaboration with the Regional SubProgramme Coordinator for the Climate Change Unit in UNEP LACO and the National Project Coordinator, will conduct the organization, synthesis, and analysis of data obtained from studies and activities across the components, for calculating the estimated costs of implementation for the NAP and thematic plans.Work LocationExpected durationDuties and ResponsibilitiesQualifications/special SkillsLanguagesAdditional InformationNo FeeApply Now
