JOB DESCRIPTIONProject Manager – Etisalat Projects & Company OperationsLocation: Dubai, UAEExperience: 10-15 YearsIndustry: Infrastructure / Telecom / Dry Utilities / Roads & ROW WorksJob SummaryThe Project Manager is responsible for end-to-end management of Etisalat telecom projectsand overall company operations, ensuring timely delivery, compliance with Client and UAEauthority standards, financial control, resource optimization, and client satisfaction. Therole combines project execution, commercial management, regulatory coordination, andorganizational leadership.Key Responsibilities:1. Etisalat Project Management:• Plan, execute, monitor, and close Etisalat projects including telecom civil works, ducting,trenching, cabling, chambers, reinstatement, and associated infrastructure.• Ensure strict compliance with Etisalat standards, NOCs, HSE regulations, and localauthority requirements (RTA, DEWA, Dubai Municipality, etc.).• Coordinate with Etisalat project teams, consultants, subcontractors, and suppliers.• Manage project schedules, milestones, and deliverables to meet contractual timelines.• Oversee site activities, progress reporting, inspections, and approvals.2. Commercial & Financial Management:• Prepare project budgets, cost plans, cash flow forecasts, and financial reports.• Monitor project costs, variations, claims, and profitability.• Manage billing, invoicing, interim payments, and final accounts with Etisalat.• Control procurement, subcontract agreements, and supplier payments.• Support tendering, pricing, and contract negotiations for new Etisalat works.3. Company Operations & Management:• Oversee day-to-day company operations, ensuring alignment with strategic objectives.• Manage and lead engineering, site, planning, QA/QC, HSE, and administrative teams.• Establish and implement internal systems, policies, and procedures.• Optimize manpower, equipment utilization, and operational efficiency.• Represent the company in meetings with clients, authorities, and stakeholders.4. Regulatory & Authority Coordination:• Ensure timely submission and approval of NOCs, permits, drawings, and methodstatements.• Coordinate with Etisalat, municipalities, utility providers, and other authorities.• Maintain updated knowledge of UAE telecom regulations and authority requirements.5. Quality, Health & Safety (QHSE):• Ensure compliance with Etisalat QHSE standards and UAE safety regulations.• Oversee implementation of QA/QC plans, inspections, and audits.• Promote a strong safety culture across all projects and operations.6. Reporting & Strategic Support:• Prepare regular project and management reports for senior leadership.• Identify risks, delays, and mitigation strategies proactively.• Support business development initiatives and long-term company growth.Qualifications & Experience• Bachelor’s Degree in Civil Engineering, Telecommunications, or related field.• 10–15 years’ experience in the UAE, with direct Etisalat and RTA project experiencemandatory.• Strong background in telecom civil infrastructure projects.• Proven experience in company or division-level management.• Valid UAE driving license preferred.Skills & Competencies• Strong leadership and team management skills• Excellent knowledge of Etisalat standards and UAE authority processes• Commercially astute with strong financial control skills• Excellent communication, negotiation, and stakeholder management• Ability to manage multiple projects and priorities simultaneouslyKey Performance Indicators (KPIs):• On-time and within-budget project delivery• Compliance with Etisalat and authority standards• Profitability and cash flow performance• Client satisfaction and repeat business• Team performance and operational efficiency
