Reporting Group Project DirectorProject Control Group (Monthly) Collaborate HR Manager / Finance Director / Project Accountant / Sales & Marketing Director / Consultants / Contractors / 3rd Parties Line Manager Commercial / Technical / Design / Construction Manager Experience Minimum 5 years Experience as Project Manager in High End Residential / Commercial Development (Project Values in excess of U$D 50M) with reputable Developer, Contractor or Project Management Consultancy Specialist. Familiar with current Vn Building Codes Proven ability to liaise with Statutory & Government Authorities Pre-Requisities IT Literate: Microsoft Office (Good Working Knowledge), AutoCAD (Basic Min), Microsoft Project (Basic Min) Languages : Vietnamese (Fluent) ; English (Advanced) Strong Communication Skills (Written & Spoken) Fluent in design and construction terminology. Capable of reading and understanding plans and specifications of all design disciplines including civil, structural, landscape, architectural, interior design, structural, mechanical, electrical, plumbing and fire protection. Ability to multi-task with high attention to detail Ability to work in HCMC. Willingness to travel with Vietnam if so required Clean record with respect to zero tolerance policies related to corruption, theft and substance abuse. University Degree or Advanced Technical Degree (Preferred) Construction Supervisory License. (Preferred) Responsibility Responsible for Planning, Leading and Delivery of High Quality Mixed Use Residential/ Commercial Projects to Programme and Budget. Accountable for project scope, management of project team and resources, budget and programme Conduct oneself professionally with intergrity and honesty to serve as a ambassador of Refico. Duties HR Mentor, support subordinates and foster a positive work environment and inspire team spirit Support HR Manager with preparation of Job Descriptions and Interviews of Candidates in relation to recruitment of Project Team Members as required / agreed with Line Manager Discipline Subordinates where necessary and only after consultation with Line Manager Reporting Receive and Document Briefings / Directions from Project Control Group Board Prepare & Present Project Execution Plan detailing Project Delivery Strategy Prepare & Present regular Reports to Project Control Group to report status of Project Prepare and Present Recommendations for Project Control Group for any commitments and/or variations to the Project Control Groups Brief, Budget, Programme and/or Scope Call, Chair, Lead and Minute Meetings with Project Stakeholders (Internal Project Team Members, Consultant, Contractors, 3rd Parties) as required Planning / Approval Prepare & Present and oversee implementation Planning Application Road Maps Liase with Local Authorities, Infrastructure Provides to secure Planning Advice and/or Approvals as appropriate Review Technical Document Submissions for Completeness and Accuracy prior to submission to Planning Authority and Infrastructure Provider Parties for Approval Design Prepare Design Brief(s) As required for the Project detailing the Development / Project Requirements, Considerations and Constraints Actively Contribute with early Concept / Master Plan Studies to identify most practical and efficient planning of a Development Review Design Consultant’s Technical Submission for Completeness, Compliance with local standards, buildability and efficiency. Raise for the attention and correction of the Design Consulant any deficiencies and irregularities. Develop and Oversee implementation of Change Management Processes to manage changes in design including securing Project Control Group Boards Approval of any changes which impacts scope, programme and/or cost. Organize,chair and minute Design Presentations as required to inform the the Project Control Group of the Design. Where necessary take directions from the Project Control Group and communicate this to Consultants and Contractors Commercial Develop Recommendations and Present Strategies to subdivide Project works into manageable elements Prepare & Maintain Project Development Cost Plan detailing Construction and Non-Construction related Costs. Develop and Present Project Cost Estimates to be integrated into Cost Plan Track and Report using the Project Cost Plan Project Commitments and Costs Lead Pre-Qualification Activites related to Project Consultants & Contractors Develop, Review Scope of Works for Project Packages Develop and Issue Request for Proposals / Tenders for Project Packages Lead / Chair Consultant / Contractor Interviews and/or Clarification Meetings Review and Analyse Consultant / Contractor Package Proposals. Secure clarifications as necessary and prepare and present recommendation to Project Board for Appointments as required. Negotiate Fees & Conditions and oversee preparation of Contract and Contract Amendment Documents. Liase with Finance and Legal for Checks. Review and Negotiate any Consultant / Contractor / Service Agent Claims and Change Orders Review and Validate Contractor / Consultant Payment Application Claims Lead / Chair Value Engineering Workshops as required Programme Prepare, present, track and maintain Strategic Project Programmes detailing sequence, duration of tasks and resource requirement to achieve project brief Monitor Progress of Project Activities and report against strategic programme Prepare and present recommendations on options to change work methodologies to accelerate and/or decelerate Works as directed by the Project Control Group Board Stakeholder Liase and maintain good collaborative relations with Neighbour & 3rd Parties as required. Liaise and maintain good collaborative relations with Planning Authorities Liase and support ad-hoc Project Sales & Marketing Activities as directed by Project Director Construction Oversee Management of Construction Activities exhibiting discipline and encouraging good practice of Health & Safety, Programme, Waste, Cost & Quality Management Lead Regular Construction Coordination Meeting with Contractors, Construction Supervisors to monitor and manage Health & Safety, Quality, Programme and Cost Management. Develop and Oversee implementation of Change Management Processes to manage changes in construction including securing Project Control Group Boards Approval of any changes which impacts scope, programme and/or cost. Handover Prepare and Overseee Handover Process from Contractor to End User and Building Operator. Participate in Handover Inspections Review and Manage Preparation & Issue of Acceptance Minutes Review As Built Documents and Operating & Maintenance Manuals for completeness and accuracy. Make comment and manage edits / revisions as necessary Operations Oversee Defects Liability / Post Construction Activites on completed Projects Liaise with Building Managers / End Users as required Support Refico Senior Management with study of future Pipeline Developments as agreed with the Line Manager
