Application period 31-Oct-2025 to 16-Nov-2025Functional Responsibilities:Under the general supervision of theMulticountry Office Director , the project Manager will: Project Delivery and PerformanceDevelop, complete and update implementation plan(s)Implement the approved plan (including the establishment of milestones) withintolerances set by the Project Board.Embed sustainability dimensions including social and gender inclusion, environmentaland economic aspects into project life span.Manage the production of the required outputs, taking responsibility for overall progressand use of resources and initiating corrective action where necessary.Ensure that quality of work packages and deliverables complies with the qualityrequirements defined in the Implementation Plan.Liaise with any external suppliers or account managersManage acceptance and delivery of work packagesMonitor project progress ensuring that work packages are being executed properlyControl project and work packages changesAccept goods, services or works delivered by suppliers.Lead contract management duties including supplier performance evaluation.Identify, and anticipate in a timely manner, potential risks and issues and advises mitigating measures to supervisorIdentify and report to the supervisor potential business opportunities for UNOPS ProceduresPrepare/adapt the following plans for approval by the Project Board: I. Project Initiation Documentation; II. Stage/Exception Plans and relevant Product DescriptionsPrepare the following reports:i. Highlight Reportsii. End Stage Reportsiii. Operational Closure Checklistiv. End Project Reportv. Handover ReportComply with all organizational policy and specifically the Project Management ManualPrepare/adapt all relevant plans for approval by the Project Board.Manage the reporting obligations defined in the Legal Agreement(s) and in theImplementation PlanEnsure maintenance of the project files and lessons learned are recordedEnsure the development and implementation of project financial management guidelinesand control mechanisms, in conformity with UNOPS rules and regulations.Manage budgets, cash flow and obligations to ensure that deliverables are met andpayments to contractors and personnel are received on time.Understand and manage UNOPS overheads, allocable charges, and related corporatecharges as they apply to the projectUnderstand the unique structures of the UN and budget appropriately for personnelManage expenditures against the budget (based on accurate financial reports)Where the Project Manager has no delegation as a committing officer, s/he retains theseresponsibilities and will monitor and instruct/request others to carry out the relevantcommitments and disbursements.For project closure purposes, provide a formal handover of the project to the closuremanagerSupport project audit activities, including planning, preparation and coordination duringthe audits and follow up on audit observations/recommendations3 Stakeholder engagementDevelop stakeholder profiles and facilitate the formulation of stakeholder engagementstrategiesEstablish solid working relationships with the Project Board (Executive, Senior Users andSenior Suppliers), client and key stakeholdersEnable the formulation of project communications plans. Coordinate internal projectcommunications. Monitor the effectiveness of project communications /Develop and maintain project plansCoordinate stakeholder engagement and communication, ensuring effective timing andinterdependency management of communications.Ensure stakeholders are aware of projectactivities, progress, exceptions and are in a position to accept handover outputs4 Quality assurance & Monitoring and Progress Controls:Coordinate quality reviews of project documents and deliverablesProvide quality control for management outputs (project documents, reports, etc.)Ensure that the project(s) produce(s) the required products within the specified tolerance of time, cost, quality, scope, risk and benefits. The Project Manager is also responsible for the project producing a result capable of achieving the benefits defined in the Business Case(s). Contribute to the overall business targets and needs.5 Knowledge management and innovationEncourage routine and effective capacity building activities are conducted in order to build thelong-term and sustainable capacity of staff.Contribute to the oversight of lessons learned procedures, ensuring that lessons learnt areshared in a timely and appropriate manner.Participate in the relevant Communities ofPracticeResearch and logging of lessons learned throughout the project life span.Provide feedback to Practice Groups on policy, supporting guidance with an aim towardscontinuous improvement of UNOPS policies6 Personnel ManagementLead and motivate the project management teamEnsure that behavioural expectations of team members are establishedSelect, recruit and train a team as required and take into account gender parity and diversityObjectives.Education/Experience/Language requirements:EducationAdvanced University Degree in Project Management, HR Management, Business Administration, International Relations, Political/Security/Development Studies, or other relevant discipline.University Degree (bachelor’s degree / first level) with a combination of 2 additional years of relevant professional experience in Project Management, HR Management Business Administration, International Relations, Logistic management, or other relevant discipline, may be accepted in lieu of the advanced university degree.Work Experience2 years (or more based on academic credentials) of progressive experience in project management, with focus on contract management, logistics and reporting in either public or private sector organizations.Proven experience in HR or Logistic projects is highly desirableProven experience in administrative / financial management is highly desirablePrevious assignments with the UN system will be an added advantage.
