Work Location:Head Office, Bangkok Application Deadline:30 November 2025 Starting Date:as soon as possible after candidate selection.​Background:Dreamlopments (DLP) Foundation, operating and registered in Thailand since 2015, is a non-profit, mission-driven organisation working on aid and development for underserved communities.​DLP is currently implementing the Migrant Fund (M-FUND), a project of a low-cost not-for-profit health access fund for migrants in Thailand not covered by government health insurance schemes. The project was started in Tak province in 2017 and has since expanded with DLP teams on the ground in Sakeo, Kanchanaburi, Chiang Rai, Chiang Mai, Ubon Ratchathani, Trat, Mae Hong Son provinces, as well as in Myawaddy in Myanmar and Poipet in Cambodia.​We will soon be expanding, under new partnerships with local NGOs, to project areas in Southern provinces, namely Phang Nga, Surat Thani, Phuket, and Ranong, as well as in the Kawthaung area in Myanmar.We also plan to conduct a short-term assessment of the feasibility of doing systematic health check-ups for new members joining M-FUND (SOMTAM sub-project).​We are looking for a Project Medical Officer to join the M-FUND team in Dreamlopments Foundation Head Office, Bangkok, to support these program extensions with new partners, and carry out routine medical responsibilities for designated areas.​​Job overview:Under the DLP President and the Head of Programs, the Project Medical Officer (PMO) supervises and coordinates the activities related to the program promotion, planning, advocacy, and implementation conducted with new partners in the Southern provinces. He/She is also responsible for all activities related to supporting the data entry, monitoring, and analysis of medical coverage/care of M-FUND members in his/her assigned areas, and manages the short-term health check-up of SOMTAM.​Reports to:The President (Psdt.) and the Head of Programs (HoP)​Specific tasks and responsibilities:​​Supervision and coordination of project extension in Southern provinces (50%):Supervise and coordinate, both remotely and with field visits, the implementation of M-FUND in the Southern provinces with new partners.Participate in developing and strengthening collaboration with all stakeholders and project partners in the Southern provinces (Provincial Health Offices, government hospitals, other government officials/offices, NGO partners).Periodically conducts field visits to meet NGO partners, identify potential health facilities to partner with, and observe members’ communities.Lead the monitoring, evaluation, and periodic assessment of the program, as well as the strategic planning with partners.Provide coaching & technical support to the CW/CR/other staff from NGO partners for a successful implementation of the activities.Follow the activities of promotion and participation in the M-FUND. Track the progress of new member enrollments and retention rate.When needed, provide support regarding queries on coverage of medical services for M-FUND members in partner hospitals, and on daily medical events entered in the M-FUND application.Ensure the quality of the medical information captured in the M-FUND application.Review medical invoices provided by partner hospitals and the project team in Southern provinces, for care provided to M-FUND members.Oversee the memberships and related financial procedures for the areas.Manage the sub-recipient grants and related narrative and financial reporting with the partners.Oversee with the operation team from the head office, the management of organization procedures and documentation from partner NGOs. Management of routine activities related to medical coverage of M-FUND members in other designated areas: Chiang Rai, Chiang Mai, Kanchanaburi (30%):Supervise and support the Medical Assistant(s) and/or Data Entry Assistant(s) in charge of the areas.Supervise and participate to data entry related to medical events in the M-FUND application.Review medical invoices provided by partner hospitals and the project team in the designated areas, for care provided to M-FUND members.Keep hospital invoice records in both digital and paper formats. Be the point of contact for queries on coverage of medical services for M-FUND members in partner hospitals, and for communication on daily medical events from the areas.Provide information on the policies to members when needed (with CW/CR).Guide referrals to partner/non-partner hospitals.Assess medical events that involve a request for referral to higher-level facilities. Facilitation of SOMTAM sub-project and other miscellaneous tasks (20%):Participate in the implementation of a short-term assessment of the feasibility of systematic health check-ups for new M-FUND members (SOMTAM sub-project).Participate in government and other stakeholder meetings related to migrant health.Other assignments as requested by the President or Head of Programs. Qualification required:​Education:A minimum of a Bachelor's Degree in Public Health, Nursing, or other related fields is required.An active, valid license as a registered nurse is a strong plus. Work Experience: At least 3 years’ experience in the trained health field. Experience in the management of development/assistance programs for underserved communities is a strong plus.Experience with electronic data management systems.Experience in the analysis and synthesis of project data and indicators.Experience in developing project reports. Skills and competencies: Fluent in Thai and English. Command of Burmese is a plus.Excellent knowledge of word processing tools and spreadsheets (MS Office Word, Excel, etc.).Good understanding of databases.Great attention to detail.Ability to operate in a multicultural team environment.Excellent verbal and written communication skills.Energetic, motivated, and able to work under strict timelines and pressure.​​Working Environment: The position will be based in Dreamlopments Foundation Bangkok Head Office, with regular travel to project sites in Southern provinces and other designated areas.​How to Apply:Please send a cover letter and CV in English to: jobs@dreamlopments.com
