SHEBA MANAB KALLYAN KENDRA-SMKK is looking for Project Officer - Monitoring and Evaluation (M&E)Job Description / ResponsibilityBase Location: Barguna Sadar with field visit to four Upazila of Betagi, Barguna Sadar, Kalapara and Golachipa)Reports to: Project CoordinatorsAccountable To: Executive Director of the respective organizationContract Duration: 1 years (with possibility of extension)Position Summary:The Project Officer - Monitoring and Evaluation (M&E) will be responsible for ensuring the systematic design, implementation and management of the Monitoring and Evaluation (M&E) framework for the NAGARIKATA project. This position will track, analyze, and report on the project’s goals, objectives and key performance indicators (KPIs). The Officer will ensure data collection is accurate, inclusive, and gender-sensitive. Regular field visits will be conducted to monitor data quality and offer support to the project team in data collection processes. The role is essential to enhance the project’s accountability and performance while promoting effective learning.Develop and implement the M&E plan aligned with the NAGORIKATA project’s logframe, theory of change and donor requirements.Design gender-sensitive, inclusive data collection tools and monitoring systems.Establish KPIs and ensure all indicators reflect project objectives related to governance, gender equality, civic engagement, and climate justice.Assist the Project Coordinator in developing project plan and integration components into broader project planning and implementation.She/He will be planning and implementation the project interventions following SMKK’s policies and standards in consultation with the management as well as donor requirement.He/she will assist to Project Coordinator in program planning, Proposal Development, Concept note and Developed Meal Frame work and implementation.Provide technical support and capacity building of the staff through facilitating training and module development under the guidance of Project Coordinator and other senior management.Undertake regular field visits to follow up on the implementation of programme activities and support project team to ensure project delivery within allotted budget and timelines.Support in developing baseline, midline and end line assessment frameworks and Established Kobo Collect Tools for assessment and survey.Integrate accountability and learning mechanisms within the M&E framework.Coordinate regular data collection from project sites using both quantitative and qualitative methods.Conduct regular field visits to project location of four Upazila of Barguna and Patuakhali to monitor data quality and ensure ethical standards.Validate data collected by field staff and ensure its accuracy, consistency, and completeness.Provide timely and relevant feedback to project teams based on findings.Prepare Monthly, Quarterly and Annual Report capturing project outputs and outcomes, in addition different program and event report and submit to Project Coordinator.Analyze and present findings in a user-friendly manner for internal use, partners and donors.Document success stories, lessons learned, and best practices with a focus on marginalized and vulnerable communities.Support the team in reflective learning sessions and incorporate feedback into project strategies.Ensure gender-responsive analysis and reporting throughout.Provide orientation and capacity building on M&E tools, data collection, and reporting to field staff and community mobilizers.Develop simplified M&E manuals, checklists, and guidelines for grassroots-level users.Build the M&E capacity of community-level partners and stakeholders.Guide the team in using digital tools for real-time data collection and reporting (if applicable).Ensure M&E processes comply with donor, SMKK, and consortium partner standards and policies.Support in establishing accountability mechanisms including feedback loops with project beneficiaries.Promote ethical data management and confidentiality of sensitive information.Conduct field visits to observe data collection processes, troubleshoot issues, and provide feedback to field staff.Analyze data from both qualitative and quantitative sources and ensure completeness in all M&E-related reports.Ensure voices of women, youth, people with disabilities, and minority groups are captured in M&E processes.Lead and coordinate baseline, midline and final evaluations in collaboration with external consultants.Provide technical support for evaluation design, data collection, and result validation.Ensure evaluation processes are participatory and inclusive of vulnerable communities.Review and synthesize evaluation findings for future project design.Participate in consortium M&E coordination meetings and contribute to joint learning platforms.Share M&E insights with implementing partners and consortium members to enhance program synergy.Represent SMKK in technical forums, learning sessions, and stakeholder review meetings.Assist in preparing proposals and M&E frameworks for new funding opportunities.Support management in organizational assessments, audits, and policy development.Undertake other tasks as assigned by the Project Manager or SMKK leadership.Educational RequirementsBachelor of Science (BSc) in applicants should have experience in the following business area(s):NGOAdditional RequirementsMinimum 5 years of relevant experience in project monitoring, evaluation, data analysis, and results-based reporting, preferably in governance, civic engagement, or gender-responsive programs.Proven experience in designing and implementing M&E frameworks, logical frameworks, data collection tools, and digital M&E systems.Sound knowledge of participatory M&E approaches, qualitative and quantitative research methods, and data triangulation.Demonstrated ability to prepare gender-sensitive, inclusive reports and communicate data-driven findings to diverse stakeholders.Strong skills in data analysis software such as Excel, SPSS, KoboToolbox, Power BI, or other visualization tools.Familiarity with outcome harvesting, most significant change (MSC), and other adaptive M&E tools is an asset.Strong understanding of social accountability, gender equality, governance, and climate justice frameworks.Excellent coordination, facilitation, and capacity-building skills, especially in working with community-based organizations.Ability to maintain accuracy and attention to detail under pressure, while managing multiple priorities.Understanding of the socio-political context and community dynamics of coastal Bangladesh is highly desirable.Commitment to inclusion, transparency, and the empowerment of marginalized and vulnerable populations.Willingness to travel frequently to remote and climate-vulnerable project sites.Reporting and AuthorityThe position holder will report directly to the Project Coordinator and will be functionally accountable to the Executive Director of SMKK.She/he will work closely with the Advocacy and Campaign Officer, Gender and Social Inclusion Officer, Upazila Coordinator, Community Mobilizers, and other team members to ensure data-driven learning, adaptive programming, and effective reporting.The M&E Officer will be responsible for coordinating with field teams, Associate partners, relevant government departments, and community-based organizations to support monitoring systems and facilitate evidence-based decision-making.She/he
