Our mission is to help clients successfully commission, operate, and sustain high-performance operations while building strong local capacity.Role PurposeThe Proposals Engineer plays a key role in supporting STELOs growth by developing high-quality technical and commercial proposals for clients across the mining, processing, and industrial sectors. The role requires the ability to prepare proposals not only for engineering services but also for operational readiness programmes, Operations and/or Maintenance contracts, and technical training solutions, ensuring that STELOs integrated offering is well-represented.Key ResponsibilitiesProposal DevelopmentPrepare and deliver professional proposals, tenders, and expressions of interest (EOIs) for projects covering:Operational Readiness (commissioning support, systems set-up, workforce planning, documentation).Operations & Maintenance Contracts (plant operations, maintenance support, optimisation, asset care).Technical Training & Capacity Building (competency frameworks, train-the-trainer, multilingual training).Interpret client specifications, scope of work, and tender requirements.Ensure proposals reflect STELOs value proposition of technical excellence, local empowerment, and sustainable operations.Coordination & InterfaceLiaise with engineering, operations, training, finance, and legal teams to gather inputs for proposals.Align with business development to ensure proposals meet client strategy and local content requirements.Costing & PricingPrepare cost models for operational readiness studies, O&M contracts, and training programmes.Support commercial teams during clarifications, negotiations, and contract finalisation.Content & DocumentationMaintain up-to-date proposal templates, project references, and training case studies.Ensure submissions are professionally presented, compliant, and highlight STELOs proven experience.Continuous ImprovementTrack proposal outcomes and incorporate lessons learned to improve win rates.Monitor industry trends and competitor strategies in O&M, readiness, and training services.Qualifications & ExperienceExperience with tenders for EPCM, O&M, and training service contracts.Degree in Engineering (Mechanical, Electrical, Process, Mining or Industrial) or related field.3-7 years experience in proposals, estimating, or engineering roles within mining, EPCM, or O&M services.Strong understanding of:Mining and mineral processing operations.Operational readiness methodologies.Operations & maintenance contract models (incl O&M/CMMS/EAM systems)Technical training frameworks and workforce capacity buildingStrong commercial acumen and ability to interpret contractual/financial requirements.Excellent communication in English (French and/or Portuguese highly advantageous).Key CompetenciesStructured, detail-oriented, and able to manage multiple deadlines.Skilled in stakeholder engagement and cross-functional coordination.Capable of presenting complex solutions clearly to both technical and non-technical audiences.Demonstrates STELOs values of safety, performance, integrity, and local empowerment.What We OfferCompetitive salary and performance-based incentivesOpportunities to work on world-class projects in mining and processing across Africa.Professional development and international career growth.
