Job DescriptionIowa Homeland Security and Emergency Management(HSEM) is seeking a highly motivated, detail oriented, and strategic focused individual to serve as the Public-Private Partnership Coordinator. This position will lead efforts to strengthen collaboration between government agencies and private sector stakeholders in support of homeland security and emergency management. This position is designed for a connector — someone who thrives on building relationships, fostering collaboration, and aligning public and private resources to strengthen community resilience. The ideal candidate will be a strategic thinker with strong communication skills, capable of integrating private sector expertise into emergency operations and ensuring seamless coordination during preparedness, response, and recovery.SkillsThe position reports to the Preparedness Bureau Chief, but also works closely with the Critical Infrastructure Protection Coordinator. The position is located at the Iowa National Guard Joint Forces Headquarters in Johnston, IA. Desired knowledge, skills and abilities include:Homeland security policies, emergency management frameworks, and incident command systems.Critical infrastructure sectors and their interdependencies.Public-private partnership models and best practices.Risk assessment, continuity planning, and resilience strategies.Strategic relationship building and stakeholder engagement.Crisis communication and facilitation of information sharing.Program development, evaluation, and project management.Public speaking, presentation, and outreach.Coordinate multi-sector responses under pressure.Integrate private sector resources into public emergency operations.Build consensus among diverse stakeholders with competing priorities.Adapt quickly to evolving threats, risks, and emergency situations.What You Will DoYou will be an integral member of the HSEM team by leading efforts to strengthen collaboration between government agencies and private sector stakeholders in support of the department’s homeland security and emergency management mission. Essential duties and responsibilities include:Overseeing and coordinating joint projects between government agencies and private sector partners to improve emergency preparedness, response, and recovery capabilities.Building and maintaining relationships with key stakeholders, including government officials, private sector leaders, and community organizations to foster collaboration and information sharing.Coordinating with the training and exercise team to develop and conduct training programs and exercises to enhance the capabilities of public-private sector partners in responding to emergencies and disasters.Identifying and setting strategic policies and procedures that develop and sustain an array of public-private sector partnerships, information sharing and commitments to address Iowa homeland security preparedness activities.Promoting and encouraging statewide and local public-private collaborations and interactions that strengthen Iowa's homeland security strategy for anti-terrorism activities and all-hazard response.Organizing and leading quarterly engagements with public-private sector partners.Assisting the Critical Infrastructure Protection Coordinator with asset-specific vulnerability assessments, exercises and technical assistance for security planning initiatives, emergency planning efforts and resiliency planning for public-private sector facilities and organizations.Facilitating effective communication and information sharing between public-private sector partners to ensure timely and accurate dissemination of critical information during steady state and emergencies.Assisting with the development and dissemination of internally created products.Serving as a Project Officer for the Homeland Security Grant Program and the Nonprofit Security Grant Program.Serving as an operations officer during an activation of the State Emergency Operations Center as requested.Performing other general duties as assigned by the Director, Response Division Administrator or Preparedness Bureau Chief.What We Offer YouCompetitive pay and benefits package including health, dental, flexible spending, and life insurance Opportunities for professional growth and development Paid time off effective immediately (biweekly vacation, separate sick leave, accruals rollover on a yearly basis, and 9 paid holidays per year)Iowa Public Employee Retirement System (IPERS) Retirement Package with employer match Retirement Investors Club (RIC) (Employer Sponsored Retirement Plan)Optional 401A plan with employer contributionsEmployee Discount Programs from variety of vendors (vision, cellular, fitness, recreation, season passes, travel, counseling; legal, financial)For additional information on benefits, please visit the Iowa Department of Administrative Services website at https://das.iowa.gov/human-resources/employee-and-retiree-benefits .Travel: Travel is required. This position will require a presence in the office on a regular basis. Minimum Qualification RequirementsApplicants must meet at least one of the following minimum requirements to qualify for positions in this job classification: Seven years of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility). All of the following (a, b, and c): One year of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility); and A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience. Graduation from an accredited school of law.
