For our Cameroon Office, we are looking for a dynamic and committed Technical Project Coordinator. Supervision: Cocoa and Agriculture LeadPlace: Yokadouma – CameroonDuration: Two (02) years renewableMission of the departmentWWF is committed to the strategy of promoting and developing sustainable cocoa in the landscapes where WWF operates. Sustainable cocoa development means producing and marketing cocoa using agroforestry and other good agricultural practices, as well as fair marketing conditions in the national and international markets.
It also involves promoting non-timber forest products (NTFPs), all of which contribute to cocoa production in conditions that are ecologically respectful of the environment and biodiversity. It is in this context that, with funding from Barry Callebaut, the REDUCING POVERTY AND NATURE LOSS THROUGH SUSTAINABLE ECONOMICS OPPORTUNITIES (RESPONSE) Program is being developed and implemented to support forest and biodiversity conservation by promoting the improvement of the well-being of populations, particularly indigenous populations in the target landscapes of the Yokadouma District.
In addition to this program, the Mobilizing More Money for Climate (MoMo4C) project is also being implemented in the same area. This program aims to increase and facilitate the commitment of producers and local communities against deforestation and to sustainable cocoa production, while improving the living conditions of partner populations. This work will be carried out through cocoa producer cooperatives and NTFP collector cooperatives, as well as community forests targets. Main FunctionsThe incumbent of this position will be responsible for supervising the project team on the ground in Yokadouma.
Main ResponsibilitiesMain tasks and responsibilitiesUnder the supervision of the WWF – CCO Cocoa Lead/ Senior Program Coordinator, the person will be mainly responsible for: Planning, operational coordination and supervision of the project teamEnsure periodic planning of project activities with the project team,Monitor and implement the project indicator monitoring mechanism,Break down the project's strategic objectives into operational action plans and measurable indicators. Coordinate and supervise the three members of the field team and consultants, ensuring that they successfully complete the field and administrative tasks assigned to them within the specified time frame.
Ensure administrative management (travel, monitoring of equipment and tools made available to the project, contact with logistics, the Finance Unit and the Human Resources Unit, based in Yaoundé),Identify and anticipate risks related to implementation (uncontrolled deforestation, land conflicts, etc. ) and propose corrective measures.
Coordinating the structuring, governance, and legal compliance of cooperatives and community organisations involved in the projectEnsure that free, informed and prior consent is obtained for all interventions that directly or indirectly affect them;Support the legalization of cocoa producer cooperatives and NTFP collectorsCarry out the organizational and institutional diagnosis of cooperatives already legalized and partners of WWFCheck the legal existence of those already existing (certificate of legalization, establishment of commissions according to the Law and their functionalities, existence of bank accounts and the methods of managing said accounts,Analyse the internal governance within these cooperatives (establishment of the Board of Directors, the supervisory committee, the holding of statutory meetings, the management of the cooperative's assets, the archiving and conservation of data, etc.
),Multi-stakeholder dialogue, inclusion of indigenous peoples and local institutional relationsBe the primary point of contact for the Yokadouma multi-stakeholder platformDevelop, with local partners, mechanisms for listening, dialogue and accountability for the Baka;Ensure the active inclusion of indigenous populations, particularly the Baka, in the implementation of all project activities (sustainable production, resource governance, community monitoring, etc. Ensure contacts at the local level with national public institutions responsible for regulating sustainable cocoa production and marketing of beans (MINCOMMERCE, MINADER, etc. )Contribute to the sharing of information and the exchange of experiences with other projects in the program.
Reporting and support for strategic programme managementEnsure the preparation and submission to the Cocoa & Agriculture Lead, based in Yaounde and on time, of periodic narrative and financial reports in collaboration with the program teams (Finance M&E, specialists)Contribute to the drafting of narrative and financial reports in collaboration with the programme, finance and M&E teamsPrepare regular summary notes, mentioning the progress of project activities, to be submitted to the Cocoa and Agriculture LeadAssist the Cocoa and Agriculture Lead in monitoring, planning, representation and strategy developmentWork closely with the PMEL Officer and Forest Officer to monitor indicators related to deforestation, traceability and EUDR commitmentsAnalyse field data to adapt project strategies and respond to detected alerts or risksParticipate in certain follow-up meetings with donors and planning meetings at the national level in support of the senior coordinator.
Represent the project to technical and financial partners at the local and national levels.
Main tasksVerify the administrative conditions of cooperatives and other actors seeking to enter into partnerships with partners in Cameroon or elsewhere;Monitor the functionality of these cooperatives (compliance with statutory meetings and participatory decision-making);Verify the tax and legal compliance of cooperatives and any structures that may be seeking to professionalise;Monitor and coordinate preliminary studies and analyses in community forests;Monitor consultants recruited and responsible for implementing the tasks assigned to them;Liaise between the project and local authorities, as well as other actors working in the same area;Prepare meetings between actors in the sustainable cocoa sector;Capitalise on resolutions and monitor the implementation of decisions taken at local meetings and seminars on sustainable cocoa;Participate in workshops and meetings on sustainable cocoa at the local level;Organise ongoing monitoring of activities in the field and the implementation of all project activities;Coordinate project actions with other projects in the area to strengthen synergies, pool efforts and avoid duplication.
ProfileRequired QualificationsHold a Diploma (Bacc + 4 Minimum) in Economics, Agronomy, Law, or an equivalent diploma in social sciences with proven experience in project coordination. (Knowledge of or direct work experience with indigenous peoples in Central Africa (particularly the Baka) would be an asset. At least 8 years of relevant professional experience to similar responsibilities. Required Skills And AbilitiesDemonstrate a certain sensitivity to issues of forest conservation, biodiversity and climate changeHave worked in a similar environment in the cocoa sectorHaving coordinated a team under similar conditionsKnowledge of European Union regulations on the marketing of cocoa would be an advantage.
Knowledge or experience working directly with the indigenous peoples of Central Africa (particularly the Baka) would be an assetBe orderly and disciplined in the programming and monitoring of activitiesTo be able to anticipate in the programming and reporting of activities and in the achievement of targets in relation to the indicators,Have experience working with international NGOs.
Will be an assetBe able to work under pressure and in a rural environmentHave a perfect knowledge of French or English and an operational capacity for the other,Be dynamic and proactive in conducting activitiesBe sensitive to minorities and attentive to respect for human rightsDemonstrate sensitivity to issues of forest conservation, biodiversity and climate change.
