PNGClimate Finance Adviser Transport SectorOrganizationDT GlobalPosted 22 Aug 2025 Closing date 21 Sep 2025 Homebased, with travel to PNG as needed Short-term, up to 120 days input annually Open to International and Nationals CandidatesAbout TSSP Phase 3The PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes.

Working Closely With The Government Of PNG (GoPNG), TSSP3 Will Build On The Significant Body Of Achievements, Lessons And Relationships From The Past 17 Years Of Operation And Will Continue To Contribute To The Achievement Of The Overarching Goal Of‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG. ’TSSP3 Has Three End Of Program Outcomes (EOPOs) Which Are Expected To Be Achieved Over The Initial Five-year Duration Of The Program. They Are As Follows EOPO 1: Better Transport System Management.

Targeted GoPNG transport sector agencies are supported to more efficiently, effectively, and inclusively plan, budget, and manage the transport system EOPO 2: Improved Safety Standards and Coordination. Australian assistance to targeted GoPNG transport sector agencies contributes to improving the policy and regulatory environment to enable safety for all and foster greater sector coordination EOPO 3: Expanded, Sustainable and Affordable Assets. Investment in transport assets is expanded, and PNG transport sector actors apply their improved capability to deliver and maintain such assets.

Gender equity, disability equity, and social inclusion (GEDSI), social and environmental safeguards, locally led development (LLD) and monitoring, evaluation, research, learning and adapting (MERLA) are a key focus for the program and are integrated into all of TSSP3’s activities and operations. comThe RoleThe Climate Finance Adviser (Adviser) will support TSSP3 and PNG transport sector agencies (TSAs) to identify and develop financing pathways for climate-resilient transport infrastructure through international climate finance mechanisms. The Adviser will strengthen PNG’s readiness to access climate finance by aligning transport infrastructure priorities with the requirements of major climate funds building institutional capacity and supporting the development of strategies and high-quality funding proposals.

Working in close partnership with GoPNG agencies, the Adviser will help embed climate finance readiness within the sector and ensure proposed investments are consistent with national strategies, TSSP3 objectives, and PNG’s long-term vision for an effective, efficient, and climate-resilient transport system. , GCF, GEF, CIF, Adaptation Fund) Familiarity with the PNG or Pacific regional development context and climate policy landscape Proven ability to identify, assess and advise on financing pathways and funding instruments relevant to climate-resilient infrastructure Strong knowledge of climate change frameworks, finance readiness processes and donor eligibility requirements Experience preparing concept notes, proposals, and/or feasibility studies for submission to climate funds or donors Ability to work across teams and integrate financial planning with transport infrastructure strategy and investment frameworks.

Demonstrated ability to co-write proposals and strengthen the skills of TSAs in climate finance proposal development, including provision of templates, guidance and mentoring support.
