PNGInfrastructure Portfolio Procurement DirectorOrganizationDT GlobalPosted 22 Aug 2025 Closing date 21 Sep 2025 Port Moresby, Papua New Guinea Two-year fixed term with option to extend Open to both International and National CandidatesProgram BackgroundThe Economic and Social Infrastructure Program (ESIP), the Transport Sector Support Program Phase 3 (TSSP3) and the Incentive Fund Phase 5 (IF5) are Australian Department of Foreign Affairs and Trade (DFAT) funded programs implemented by DT Global in Papua New Guinea (PNG).

Under strategic direction from DFAT officials at the Australian High Commission in PNG, these programs are delivering a range of infrastructure activities, policy initiatives and institutional strengthening in the transport, energy, telecommunications and water sectors. ESIP is also supporting PNG’s state-owned enterprise performance improvement program and delivering social infrastructure planning, design and construction services. TSSP3 is supporting PNG to achieve a more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG, and IF5 is an Infrastructure Grant Program.

comThe RoleReporting to the TSSP3 Team Leader and the ESIP Managing Director, the Infrastructure Portfolio Procurement Director (Director) will provide strategic leadership and oversight of procurement functions across the three DFAT-funded infrastructure programs—ESIP, TSSP3, and IF5. The Director will ensure procurement pipelines are managed in a timely, efficient, and transparent manner, guided by robust processes, accurate documentation, and compliance with procurement rules and policies.

The role includes leading effective contract negotiations with preferred suppliers and driving high performance across procurement teams to deliver consistent, high-quality outcomes that provide value for money (VfM) and meet the needs of DFAT and Government of Papua New Guinea (GoPNG) partners. Through this leadership role, the Director will uphold the highest standards of procurement practice while ensuring cross-cutting priorities—including GEDSI, LLD, Climate Change and Disaster Resilience (CCDR), and safeguarding—are fully reflected in procurement activities.

com/yajf7bj8About YouPostgraduate qualifications in Procurement, Infrastructure, Law, or a related discipline, with a strong foundation in procurement and contract management principalsMinimum 10 years of senior-level procurement experience, including in infrastructure and international development contexts, with a proven track record of managing large-scale and complex procurement processExperience working in Papua New Guinea, the Pacific, or other developing country contexts, with the ability to navigate institutional and cultural environments while maintaining strict compliance with donor and government procurement frameworksExtensive experience leading and managing end-to-end procurement functions in government, donor-funded programs, or large organisations, including procurement planning, tendering, evaluation, contract negotiation, and contract managementDeep understanding of infrastructure project cycles and construction contract management, including familiarity with Australian Standards (AS) and application of international donor-funded procurement frameworksDemonstrated knowledge of public sector procurement systems, compliance frameworks, and governance requirements, including Papua New Guinea's National Procurement Act, Commonwealth Procurement Rules (CPRs), DFAT procurement policies, and international safeguards standardsExcellent communication, negotiation, and influencing skills, with the ability to lead complex discussions, resolve disputes, and provide authoritative advice to executive committees and senior management teamsExpertise in risk management and due diligence process, including identifying, assessing, and mitigating procurement and compliance risks across large portfoliosProven track record in building and leading high-performing teams, including mentoring, staff development, and strengthening organisational procurement capacity.
