Company DescriptionOur Federal Government Client is seeking a Senior Business System Analyst to undertake research, discovery and analysis of business requirements, to scope, design and implement an Project Management and Reporting Tool .Role DescriptionThis is a contract role for a Senior Business System Analyst. The role is located in Canberra/QLD, but some work from home is acceptable, making it a hybrid role. The Senior Business System Analyst will be responsible for performing business systems analysis, analyzing and documenting business requirements, conducting systems analysis, and providing analytical support. The individual in this role will work closely with stakeholders to gather and assess business requirements, and translate them into technical specifications. Stakeholder EngagementCollaborate with a diverse range of stakeholders including project managers, business owners, and senior responsible officers to elicit, validate, and refine functional and non-functional requirements.Act as a liaison between technical teams and business units to ensure alignment and shared understanding of project goals and deliverables. Documentation & ReportingDevelop and maintain detailed documentation of current and future state workflows to support system design and change management planning.Prepare comprehensive Business Requirements Documents (BRDs), including both functional and non-functional specifications. Planning & Implementation SupportContribute to the development of Project Management Plans (PMPs) by aligning business requirements with project scope and delivery timelines.Facilitate and lead stakeholder workshops, meetings, and engagement sessions to drive consensus and decision-making. System Evaluation & RecommendationsAssess initiative-level reporting requirements and evaluate the feasibility of integrating them into existing tools such as the Project Portfolio Management Reporting Tool (PPMRT).Review internal systems and hybrid solutions for suitability in tracking initiatives.Analyse customized PPMRT implementations from other departments to determine adaptability and provide strategic recommendations. Artefact DevelopmentProduce high-quality artefacts to support stakeholder engagement and change initiatives, including:Discovery ReportsCurrent vs Future State AnalysisStakeholder Engagement PlansBusiness and System Requirements SpecificationsInitiative Reporting AssessmentsComparative Review ReportsFinal Recommendation Reports Send a one-page pitch (5000 characters) with below criteria Essential criteriaBusiness modelling: Level 4 (SFIA)Business process improvement: Level 5 (SFIA)Business situation analysis: Level 5 (SFIA)Consultancy: Level 5 (SFIA)Feasibility assessment: Level 4 (SFIA) Requirements definition and management: Level 5 (SFIA) Desirable criteriaMethods and tools: Level 4 (SFIA)Stakeholder relationship management: Level 5 (SFIA) About the roleInitial contract duration - 6 monthsExtension term - 6 monthsNumber of extensions 1Location of work QLD, ACTWorking arrangements type - HybridWorking arrangements The successful candidate will be expected to flexible from the Canberra or Brisbane office 2-3 days per week.Maximum hours 40 hours per week Under this role the Senior Business Analyst will :Conduct a comprehensive review of existing project management processes, reporting mechanisms, and governance frameworks to identify areas for improvement.Collaborate with key stakeholders—including project managers, business owners, and senior responsible officers—to elicit, validate, and document both functional and non-functional requirements from a project delivery perspective.Map and analyse current and future state workflows to inform system design and support change management planning.Develop detailed Business Requirements Documentation (BRD), encompassing functional and non-functional specifications aligned with business objectives.Contribute to the development of the Project Management Plan (PMP) by ensuring alignment between business requirements and project scope.Act as a bridge between technical teams and business stakeholders, facilitating clear and effective communication to ensure shared understanding and agreement.Prepare and deliver relevant artefacts, and actively participate in (and occasionally lead) stakeholder workshops, meetings, and engagement sessions.Assess initiative-level reporting requirements and evaluate the feasibility of integrating these into the Project Portfolio Management Reporting Tool (PPMRT).Review existing internal systems and hybrid solutions for suitability in tracking initiatives.Analyse a customised version of the PPMRT used by another department to determine its adaptability, and produce a recommendation report outlining viable options for government initiative-level reporting, including associated risks and dependencies.Key Deliverables may Include:Detailed Discovery ReportCurrent vs Future State Analysis and Workflow DocumentationInput to the Project Management Plan (PMP)Stakeholder Engagement PlanComprehensive Business and System Requirements SpecificationsCommunication and Reporting Artefacts to support stakeholder engagement and change initiativesInitiative Reporting AssessmentComparative Review Report (based on existing PPMRT precedents)Final Recommendation ReportWhy Join?Work on innovative projects with leading federal client.Enjoy a flexible work environment focused on innovation and impact.
