Job Description

JOB SCOPEA) Work Done Monthly Progress Claims and Certifications1. Responsible to ensure monthly progress claims for all projects are prepared and submitted without fail and on-time every month, including for variation order claims.2. Responsible to ensure accuracy of claims and completeness of supporting documentation (to coordinate with the respective Project Managers/PICs) and to ensure maximum certification by the Consultant/Client.3. Responsible to ensure Variation Orders are captured and quotations are submitted on time (to coordinate with the Project Manager/PIC and Tender & Costing Department) and to ensure timely approval by the Consultant/Client.4. Responsible to monitor and ensure that certifications from Clients/Consultants are received on time, and to coordinate with the Finance & Accounts Dept to monitor and ensure payments are made on time.5. Responsible to ensure that final accounts and project close-out with Clients/Consultants are effected including final payment.6. Responsible for the monthly reporting of Summary of Main Claims, Certification and Payment to-date status for all projects.B) Sub-Contractors’ Claims and Certifications1. Responsible for the evaluation and verification of subcontractors’ current work done progress jointly with Project/Site Team.2. Responsible for the preparation of monthly sub-contractor interim certificates upon management approval.3. Responsible for the evaluation of subcontractors’ variation order quotations and preparation of sub-contractor Variation Order award upon management approval.4. Responsible to coordinate and resolve any claims and certification issues/disputes with sub-contractors and Project/Site Team. 5. Responsible to coordinate with the Project Manager/PIC and ensure that subcontractors final accounts are prepared, approved by Management, accepted and signed off by the subcontractors. 6. Responsible for the monthly reporting of Summary of Subcon Claims, Certification and Payment to-date status for all projects.C) Procurement/Award of Sub-Contracts and Work Orders1. Responsible for the sourcing of quotations for works/services and evaluation of sub-contractors and service providers/vendors.2. Responsible for the preparation of comprehensive price comparison and evaluation reports for Management approval and selection of sub-contractor or service providers/vendors.3. Responsible to ensure the subcontractors Letter of Awards or Works Orders are complete with all pertinent information and documents, subject to the relevant main contract terms and conditions, and to ensure these documents are accepted/signed back by the subcontractor or service provider/vendor upon award.D) Contract Administration1. Responsible to monitor project correspondences and coordinate with Project Manager/PIC to draft, review and reply to correspondences relating to contractual matters.2. Responsible to handle contract administration diligently, to monitor and report to Management on the completion status of key contractual obligations and milestones.3. Responsible to prepare monthly reports deemed necessary or useful for proper administration and good governance of the Company’s main contracts and subcontracts.4. Responsible to liaise with lawyers and contract consultants on legal and contractual matters.5. Responsible to ensure an organised and up-to-date database of contracts, subcontracts, correspondences, contractual documents and supporting documents are kept and maintained in the company servers.E) Project Cost/Budget & Cashflow Monitoring and Reporting1. Responsible to coordinate with Project Manager/PIC to prepare Project Cashflow Forecast for Management approval and ensure monthly reporting on the tracking/monitoring of actual vs. forecast.2. Responsible to coordinate with Project Manager/PIC to establish the Project Budget for Management approval.3. Responsible to coordinate with Project Manager/PIC, Procurement Dept and Finance/Accounts Dept to monitor and track Committed Costs vs. Tender/Project Budget and ensure monthly reporting to Management on the status of Committed Costs vs. Tender/Project Budget. F) Others1. Responsible to comply to and adhere to the Company’s ISO Procedures and Policies.2. Any other duties/tasks assigned from time to time.
