Job Description

What The Role IsThe Senior / Health Policy Analyst (Strategic Planning Division/Strategy & Futures) spearheads the review and development of long-term strategies and frameworks to build a high-performing, healthy and sustainable health system for Singapore, through the study of futures, health systems planning, outcomes monitoring, gaps and risk analysis, and cross-country comparative analyses, systems design and governance, amongst others. This also means working with and influencing divisions within the Ministry, as well as key stakeholders in the health sector and across the Whole of Government, to drive the progress of these strategies and transformation for the sector.You will be working in a fast-paced and highly volatile environment that would require the ability to manage multiple priorities and stakeholders at the same time.You Will BeWhat you will be working on Monitoring and evaluating trends and changes in the local and international healthcare sector and anticipating future challenges, as well as identifying gaps in the system. Scanning and researching on industry and external practices to provide thought leadership and to identify leading practices from other sectors and/or other countries that can be adapted for Singapore’s context. Working with internal and external stakeholders to articulate the strategic objectives of MOH, and aligning the public healthcare family to a common vision through corporate work planning. Reviewing the health system and structures to optimise care outcomes and for cost effectiveness, to ensure better care outcomes for patients and long-term sustainability of the system. Assisting in operating MOH’s and Healthcare Clusters’ performance management framework, and keeping MOH Senior Leadership apprised of progress. Supporting other strategic planning-related work as and when required.What We Are Looking For Tertiary qualification in any discipline. Public policy, public health, public administration, public management, healthcare management or economics training will be an advantage. Background in strategic or corporate planning, planning or policy work in healthcare, data analysis and/or research, will be an advantage. Preferably with Must have at least 2 years of working experience. Prior work experience in the public service would be preferable. Possesses strong written and oral communications skills, as well as analytical and research skills Possesses intellectual curiosity and an interest in healthcare Team worker with a willingness to learn Adaptable and resourceful Able to work well in a fast-paced environment As part of the shortlisting process for this role, candidates may be required to complete a medical declaration and/or undergo further assessmentKey Competencies Required Thinking Clearly & Making Sound Judgements – Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations; ability to grasp timelines, operating context and ground realities.
